During numerous, separate rain events there were no discharges adequate enough so that I could take readings and samples. As a result, it has taken a long while to get readings and samples from both discharge points during a rainfall event. None of the rainfall events that occurred from February 7, 2010 through May 13, 2010 were significant enough to produce a discharge 1 could take readings and samples from. None of the rainfall events until the one beginning on May 14, 2010 and ending on May 17, 2010, produced a noticeable discharge change. This rainfall event that began on May 14, 2010 produced a point on May 16, 2010 at which the rainfall event created an adequate enough increase in discharge to take readings and samples, within the first 30 minutes of the change in discharge levels, at both discharge locations. Samples and readings were taken on Sunday May 16, 2010 at 3:15 pm at the upper location, at the bottom of the draw between the pond entrance on the East side, and readings and samples were also taken on May 16, 2010 at 3:27 pm at the lower discharge location out of the pond to the receiving stream. So samples were obtained from the upper location of all runoff coming out of the upper area, at the discharge point into the main lower pond, at the flared end section, and also a sample was taken at the stream at the discharge location from the pond, into the receiving stream. It should be noted that there are underground springs that feed these ponds starting with the west side of the borrow pit on the upper side of the property leading down to the main pond on the west side. These springs never cease, even in the driest of seasons. However there are times, in very dry periods, when the discharge flow reaches points to where it's flow can't be tested. The main pond on the west side is the main and final collection point for most all of the storm water runoff from the entire site. The discharge never ceases and is continuous because of these springs. Because of this, during the storm event, I waited for a change in the water flow and volume to be noted. Once it was noted, samples were taken from both locations, within 12 minutes of each other on May 16, 2010 between 3:15 pm and 3:27 pm. It was at approximately 1.0" of rainfall that this change in runoff was noted as increasing in flow and volume into the spill in point into the main pond on the west side. An increase was also noted on the discharge side of the west pond into the receiving stream. The entire storm event lasted for approximately 69 hours (4140 minutes) long. Several attempts were made to collect a discharge sample from the requested discharge point, located at the bottom of the draw between the mulch pile and the borrow pit (east side), as noted by Ron Boone. During two separate rain events this pond did not discharge, so that I could take samples. As a result no samples have been obtained from this point and it is my belief that it would take a major storm event, possibly in excess of 5 inches to make this point discharge. The first rain event was approximately 90 hours long and started March 25, 2009 and ended March 28, 2009. The storm produced 1.4" of rainfall. The second event happened a few days later on April 2, 2009. A sample was attempted to be collected during this event that lasted approximately 16 hours, which produced 1.1" of rainfall and this event didn't produce enough rainfall to make the pond discharge. So neither event produced enough rainfall to fill the pond or cause it to discharge. Thus no samples were taken from this requested location. Because of this a sample was additionally obtained and tested, from a non -requested point, that I call "upper" discharge point, at the discharge point going into the main pond, located on the west side of the property. Also there was a sample taken, from the one other requested location, at the discharge of that same pond, on the west side of the property. So samples were obtained from the upper location of all runoff coming out of the upper ponds, at the discharge point into the main lower pond on the west side, at the flared end section, and also a sample was taken at the stream at the discharge location from the pond, into the receiving stream, as requested in the letter from Ron Boone. No sample was obtained from the pond between the mulch pile and borrow pit, because it never discharged, during either of the storm events. Smith, Incorporated Rockingham County Dear Mr. Smith: 1. Ron Boone of the Winston-Salem Regional Office of the NC Division of Water Quality (DWQ) conducted a compliance evaluation inspection (CEI) at the subject facility on 12 March 2009. Your assistance and cooperation during the inspection was greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. 2. The facility is located on the south side of NC Hwy 770, approximately 2.4 miles east of the intersection of NC Hwy 770 and Gant Road, in Eden, Rockingham County, North Carolina. Stormwater related to industrial activity is discharged to an unnamed tributary to Cascade Creek, which is currently classified as Class C waters in the Roanoke River basin. Documentation & Monitorinq Review 3. A SMP plan was available at the site during the inspection. The plan was found to Ue sufficient. Inspection records for BMPs were also available and found to be complete and current. 4. Qualitative monitoring has been accomplished as required, however analytical monitoring has not been done. Please sample, as required by the permit, as soon as possible, and notify Mr. Boone when it has been completed. Please note that the general permit is currently being rewritten and significant changes to the monitoring requirements are expected. The site was very clean and well maintained. The majority of stormwater is conveyed to a large pond located on the far west side of the site, which then discharges to the receiving stream. Smith, Incorporated Rockingham County Dear Mr. Smith: Ron Boone of the Winston-Salem Regional Office of the NC Division of Water Quality (DWQ) conducted a compliance evaluation inspection (CEI),at the subject facility on 12 March 2009. Your assistance and cooperation during the inspection was greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. 2.1 The facility is located on the south side of NC Hwy 770,' approximately 2.4 miles east of the intersection of NC Hwy 770 and Gant Road, in Eden, Rockingham County, North Carolina. Stormwater related to industrial activity is discharged to an unnamed tributary to*Cascade Creek which is currently classified as Class C waters in the Roanoke River basin. Documentation & Monitorinq_Review 3. A BMP plan was available at the site during the inspection. The plan was found to be sufficient. Inspection records for BMPs were also available and found to be complete and current. 4. Qualitative monitoring has been accomplished as required, however analytical monitoring has not been done. Please sample, as required by the permit, as soon as possible, and notify Mr. Boone when it has been completed. Please note that the general permit is currently being rewritten and significant changes to the monitoring requirements are expected.
