Please review the new permit to familiarize yourself with the changes in the reissued permit. The general permit authorizes discharges of stormwater and some types of wastewater. You must meet the provisions of the permit for the types of discharges present at your facility. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1981 The following information is included with your permit packag6: • A new Certificate of Coverage • A copy of General Stormwater Permit NCG020000 • A copy of a Technical Bulletin for the general permit • Five copies of Discharge Monitoring Report (DMR) Forms - wastewater and stormwater • Five copies of Qualitative Monitoring Report Form Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal requirements to obtain other permits which may be required by DENR or relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or decree. This review was completed using meeting notes and the bond package received from the Department of Commerce. The total amount of the bond funding being requested is approximately $5 million. The Company is in the business of producing specialty brick products in the City of Salisbury. The facility is an existing operation that will be expanded with new brick kilns. The clay is all brought in from mine locations in North and South Carolina. There is no mining conducted at this site. No industrial waste will be produced by this facility. This project will produce approximately 30 additional jobs that will increase the total employment to 100 persons. This facility discharges their domestic sewage to existing septic tanks under the authority of the Rowan County Health Department. The health department has furnished a letter expressing their confidence in the existing septic tanks to handle the additional sewage flow. There are no wastewater permits required for this expansion in production and the company presently holds coverage under a stormwater general permit. The bond funds associated with this project are identified as an "industrial project." As required in N. C. G. S. 159C-7, in the case of a proposed industrial project, this project will not have a materially adverse effect on the environment. It is recommended that the Environmental Certification for this "Industrial Project" be issued.
