Permits and Outfalls:
A `Best Management Practices Plan' is in the process of being developed for the site.
• All outfalls have been marked and labeled and will be monitored.
Qualitative Monitoring:
• Qualitative monitoring will be performed
Analytical Monitoring:
• Due to the fact that the mine site is 3 miles away from the manufacturing facility
property and there are no personnel who work at the site full time, it is difficult to
consistently take a sample within the constraints stipulated by the permit. However,
we will continue to take samples as soon as conditions allow.

Stormwater Pollution Prevention Plan
• A form for documenting significant spills has been added to the SWPPP
• The company does evaluate feasible alternatives to current practices. Future
evaluations will be documented.
•, The existing "Spill Prevention Control and Counter Measure Plan" is in the process
of being updated.
• The existing SWPPP contains "Preventive Maintenance and Visual Inspection" and
"Good Housekeeping Activities" sections.
• Training has been performed informally in the past. Further training will be
performed and documented.
• The SWPPP is in the process of being updated.
• The SWPPP does include a Facility Inspection Program contained within the
"Preventive Maintenance and Visual Inspection" and "Comprehensive Site
Compliance Evaluation and Employee Training" sections.

Permits and Outfalls
• A separate illicit discharge form has been made and will be used to document illicit
discharge evaluations.
• Outfall 001: Large rock has been placed in the discharge area to reduce future
erosion.
• Outfall 002: A check dam has been placed in this outfall ditch to help prevent
sawdust contamination.
• Outfall 003: The drums in question have been removed and placed under cover to
await disposal.
• Outfall 004: Materials for a system to prevent oily discharges from the vehicle
maintenance area from entering the storm water drainage system have been
purchased. The system will be installed and tested after the materials are received.
• A grate has been installed over the large basin in front of Plant #3. Also, a check dam
has been placed around the perimeter of the drain.
• The large transformers in front of Plant #3 are owned by Duke Energy. The
transformers were observed by a Duke Energy representative on October 30, 2007 to
have "Non PCB" Iabels attached to them; a formal report from Duke Energy on this
issue is expected soon.

conducted at the subject facility on September 13, 2007, by Ms. Donna Hood and Ms. Marcia
Allocco of this Office.

Inspection Summary:
Permits and Outfalls:
No 'Best Management Practices Plan' (BMPS) has been developed for the site. Please develop BMPS as required by the
permit.
Sediment and erosion control measures had been implemented and no sediment was observed leaving the site on the
day of the inspection. No stream impacts were observed on the day of the inspection.
Two additional outfalls that had not been included in any previous monitoring were observed. Please include these
outfalls in the future and perform all necessary permit monitoring requirements here as well.
Analytical Monitoring:
No analytical monitoring had been performed in 2006. Please be aware that analytical monitoring must be performed
annually per permit requirements.
Qualitative Monitoring. -
No qualitative monitoring had been performed at the site. Please begin qualitative monitoring for all outfalls per permit
requirements.
Summary:
Overall the site appeared well maintained and operated at the time of the inspection. One old sediment basin will be
closed and mined in the near future. In addition, the facility is considering clay mining on site at the brick making plant,
which is currently covered under NCG070000. Please call Stormwater Permitting in Raleigh prior to opening the new
mine.
