NCG020000 Vulcan Materials Company, LLC (Vulcan) is submitting notification within the 30 days as outlined in Part V Section E. On September 15, 2017 Vulcan received the results regarding the stormwater sample collected from Outfall 003. Turbidity results from Semi -Annual Period 2 Stormwater sample was slightly above the benchmark value of 10 NTU's. A copy of the discharge monitoring report for the above referenced facility is attached. Vulcan had determined that pipe failure uphill of Outfall 003 had occurred which may have impacted our results in a turbidity value of 11.6 NTU. The piping is being repaired at this time, also Vulcan plans to make improvements to our 003 Outfall structure in the near future. The facility is located at 3869 Highway 105 South in Boone, Qualitative and Analytical Monitoring has been provided at both outfalls to this point. Co -mingled stormwater and process wastewater that had been discharging at Outfall2, has now been re-routed and is pumped to a pit where sediment is settled out and the water is used as process water aiding in dust suppression throughout the facility. Outfall 2 no longer qualifies as an outfall since there is no stormwater or process water discharge at this location. Outfall 2's_removal from the permit is approved. Precipitation Log is recorded daily and is current. The facility conducts weekly Outfall inspections and has added approximately 30 small sediment traps to aid in slowing water and to help reduce sediment due to elevations and slopes of the mountain terrain. Mr. Bear maintains records of basin clean -out and maintenance. He maintains Process Water Discharge Records. In dryer months, water is pumped from the creek to the pit, instead process water being discharged, so that they will have process water to use for dust suppression. Both event types are recorded in the discharge records. The last event was a one where water was pumped from the stream into the pit. That was recorded on 07/27/i7. Annual Site Evaluation & Outfall Evaluation, dated 3/17117 Latest Qualitative Monitoring performed 08/02/17 Last two Analytical Monitoring Samples Collected 01/30/17 & 05/02/17, Results are well with parameters. Permit This facility holds General Storrs water Permit No. NCO20251 to discharge Storm water from activities associated with Stormwater Point source discharges associated with mining and quarrying of non-metallic minerals, mine excavation, processing, and vehicle maintenance; under the National Pollutant Discharge Elimination System (NPDES). The permit became effective October 1, 2015 and expires September 30, 2020. Your permit renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the expiration date of the permit. 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). The plan must include all nine (9) subsections of Part II, Section A of the permit. Qualitative monitoring is required to be completed and documented twice yearly as defined in Part II, Section C of the permit. The SPPP plan must be updated annually and qualitative and analytical monitoring must,be conducted and properly documented semi-annually to retain compliance with the permit. The SP3 (Stormwater Pollution Prevention Plan) and monitoring records were up to date and maintained in two 3-ring binders at the facility lab. Facility Site Review James Bear, Plant Manager and Michael Hagaman, Quality Control assisted the inspectors with review of the SP3 documents, monitoring records and review of the site and outfalls. This facility is a rock quarry located along the south side of Hwy 105. The site is well groomed, landscaped and the quarry is not easily noticed from the road. The quarry goes well up the side of the mountain. There is a heavy duty wheel wash located near the office to capture sediment from truck wheels and prevent it from entering the roadway. Outfalls and basins were observed at the time of inspection. The facility has installed heavy duty permanent silt fencing above the outlet to Laurel Creek to prevent damage offsite. 4. Effluent/Receiving Waters Drainage outfalls into Laurel Fork Creek which is a part of the Watauga River Basin. 5. Self -Monitoring Program Analytical Monitoring: This site is required to provide analytical monitoring under current operating procedures. Monitoring records for 2015 were available for review. Results were within parameters. 6. Qualitative Monitoring: All qualitative records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. This site is required to complete qualitative monitoring twice annually. Records were current and available for review. Mr. Johnson and Mr. Bear took inspectors throughout the facilities to review outfalls and measures in place. No deficiencies were found. Earlier that morning, inspectors made unannounced visits to other facilities in the area. The other facilities are a concrete batch plant and an asphalt batch plant. The concrete batch plant had intentional illicit discharge.. No other facilities were deficient. A full inspection, including records review was not conducted on this date. A multimedia inspection was scheduled with Glen White, Tony Johnson and James Bear, to be conducted on August 1st. This facility appears to be compliant with conditions and requirements of its industrial stormwater permit. I wanted to take this opportunity to review Vulcan's environmental efforts and compliance record since we acquired the Boone site in 1988. 1 also sincerely appreciate both your interest and guidance as we have worked to understand and address runoff concerns near our quarry. Since acquiring the Boone Quarry, our progress in transforming this operation from its previous state to the modern, environmentally sound operation it is today has been nothing short of miraculous. We believe this is apparent in all aspects of our operations there including highway appearance, stone excavation, processing and shipment. These improvements are not only apparent but are supported by the many unsolicited comments we receive from local citizens and leaders including the awards the Boone Quarry has received from state environmental and business groups. Reviewing our environmental compliance records, I am not aware of a single local, state or federal citation being issued regarding our environmental permits. Our excellent compliance record is further demonstrated through the numerous inspections conducted by the various agencies in all phases of our operations. During Vulcan's ownership, we have successfully renewed our state mining permit twice which in itself is a very complex and detailed process. We have also renewed our state water permit which involves a comprehensive evaluation of all our water discharges including dewatering, material processing and storm water management. Throughout the years, we have continually made dramatic and demonstrable improvements to all systems that effect environmental compliance. Some of these include Best Management Practices, erosion and sediment control measures, high-pressure dust control, installation of above ground tanks with full containment and many others. MIDEAST DIVISION, VULCAN CONSTRUCTION MATERIALS, LP Mr. Steve Tedder January 16, 2008 Page Two Specific to water quality improvements, we have over the years put in place a significant number of additional controls and practices, some not required by permit or regulations, that were described in our letter to you dated October 24, 2005 (copy enclosed). The latest control was the installation of a fourth "pump basin," that captures onsite stormwater and pumps it to the quarry sump for secondary treatment prior to any release. We are now able to capture and provide additional retention and settling for essentially all site stormwater resulting from all but the most severe storm events that would exceed any reasonable or required design capacities. The design standards required under the state's mining program far exceed those required for any other type of development. Furthermore, over the years we have provided a number of ponds and pump stations in our site development that allow us to retain stormwater runoff rather than discharging during these high rainfall events typical of the mountains. It is also important to recognize that there have been many inspections of our Boone Quarry that have verified our water discharge has not adversely impacted the receiving watercourses. This is supported by independent studies conducted by your staff and others. Today, as in the past, we can say with confidence that when we do have a discharge, we do so in complete conformity with our permits. There has been reference to the "Vulcan pipe" in some of the correspondence received by your office. While I know that you and your staff are aware of the facts, I do want to make it clear that the DOT pipe under Hwy 105 across from our quarry receives stormwater runoff from the roadway shoulders a considerable distance upgradient from our facility. For that matter, the receiving watershed of over 4,800-acres - over 7-square miles - receives stormwater runoff from hundreds of other sources which may not have as extensive controls in place as we do at our facility. In closing, I appreciate your observation that you shared with me regarding the rainfall of December 30 and the absence of any Vulcan related discharges into Laurel Fork Creek are very welcomed and confirming of our continued commitment to environmental protection. First, I would like to provide a brief history of the efforts to control runoff at the Boone facility. ■ Best Management Practices (BMP's) have been installed as per the Vulcan's Mining Plan filed and approved with the June 22, 1994 Mine Permit Renewal/Modification. BMP's approved in subsequent modifications dated December 11, 1995, November 3, 1997, and July 17, 2000 are in also place. In addition to the approved BMP's, Vulcan has voluntarily installed and maintained the following additional Controls and measures that have further improved efficiency of run- off Control. The addition of skimmers to Pond "A" and Pond "Bp, which help increase the ponds', settling efficiency. 2. Installed concrete catch basin with slurry tank/pump to capture Stone Washing System run-off and pump it to the processing settling ponds. 3. Installed steel Catch basin with sump pump to capture entrance road and scale area run-off, pumping it the slurry tank and on to the processing settling ponds. 4. Installed Storm Surge Sump Pump System to capture overflow at the Stone Washing System concrete catch basin (Item 2) and pump it directly to process settling ponds. An additional drainpipe installation to convey run-off from the area near TST #2 to TST "C". This provides additional settling efficiency before entry into drainage discharge system. 6. A pump in Pond "B" to transfer storm surge to process settling ponds, further improving the treatment of storm water runoff before. discharge. 7. Installed a wheel wash system to control track -out and capture and pump runoff from the access road above office area. The gray water discharge observed by Mr. Smith (DWQ) near the northwest corner of the site was the result of a failed pump at the concrete capture and pump basin" near the Wash Tower. To prevent the reoccurrence of this situation Vulcan will inventory a portable generator and spare pump for periods of power or pump failure. Vulcan will also reroute the emergency overflow via pipe and overland flow to the 30'x50' sediment basin northeast of the base stockpile area. The gray water discharge observed by Mr. Smith (DWQ from the storm drain system northeast of the quart' entrance was due to the heavy rain event measuring between 2 and 3 inches. As shown during our meeting addition check dams and sediment basins have been installed along the haul road up gradient of the drain pipe. Due to the mountain terrain and quantity of fines produced from this stone deposit; basins with enough horizontal distance to allow settling are a challenge. Vulcan has been developing the quarry toward the inlet of the drain pipe system. By the end of 2006 the quarry will be developed as to allow storm flow to be diverted into the quarry sump near the inlet of the drain pipe system. This will allow the capture and treatment of storm runoff up gradient of the inlet of the drain pipe system. This should resolve the runoff issue in all but the most extreme condition, i.e.: tropical depression systems, etc. I will forward the updated site map when completed.
