Discussion:
The facility is a proposed crushed stone.quarry that is supposed to contain an asphalt plant when constructed, Mr.
Blair Palmer, Environmental Specialist for the WSRO-DAQ, inspected the facility on June 20, 2017. There were
no signs of the facility, and no evidence that any construction had or was about to begin. The facility has been
permitted since 1993 without ever being built.
Applicable Regulations:
According to Condition A.1 of the facility's curient air quality permit, No. 07417R08, the following regulations are
applicable: Subchapter 21) .0202, 2D .0506, 2D .0510, 2D .0516, 2D .0521, 2D .0524 (40 CFR 60, Subparts I and 000),
2D .0535, 213.0540, 2D .0605, 2D .0611, 2D .1100, 2D. 1806,2Q .0309, 2Q .0315 and 2Q .0711.

As the facility does not yet exist, CY2615 actual emissions for all pollutants were zero. The following table summarizes the
facility -wide projected actual and potential emissions. These values were borrowed from the previous permit review (R07)
written by Christopher W. Lewter, P.E., former DAQ-W SRO Environmental )engineer, on November 3, 2011.

Quality (DWQ) is forwarding herewith the reissued slormwater general permit. Please review the new permit to familiarize

wastewater. You must meet the provisions of the permit for the types of discharges present at your facility. This permit is

federal, state, or local law, rule, standard, ordinance, order, judgment, or decree.
