Representative Outfall Status Request
NPDES General Stormwater Permit- COC NCG020201
Mecklenburg County
Dear Mr. Johnson:
The Mooresville Regional Office has reviewed your October 17, 2018 request for a
determination that stormwater discharge outfall 141-012 be granted representative outfall
status for Stormwater outfalls 141-004,OOS,006,007,008 and 011. Based on the
information provided and an October 31, 2018 site inspection, we are approving this
request. In accordance with 40 CFR §122.21(g)(7), you are authorized to sample outfall
number 141-012 as representative for the 141-drainage area. This approval is effective
with the next sampling event.
Please append this letter to your Stormwater Pollution Prevention Plan (SPPP) or permit to
document that representative outfall status has been approved. If changes in drainage
areas, structures, processes, storage practices, or other activities occur that significantly
alter the basis of this approval, representative outfall status may no longer be valid. You
should either resume sampling at all SDOs, or reapply to this office for representative
outfall status based on updated information. If you have any questions or comments
concerning this letter, please contact our Office at (704) 663-1699.

If a facility is required to sample multiple discharge locations with very similar storm water discharges, the
permittee may petition the Director for Representative Outfall Status (ROS). DEQ may grant Representative
Outfall Status if stormwater discharges from a single outfall are representative of discharges from multiple
outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply.
if Representative Outfall Status is granted, ALL outfalls are still subject to the Qualitative monitoring
requirements of the facility's permit —unless otherwise allowed by the permit (such as NCG020000) and DEQ
approval. The approval letter from DEQ must be kept on site with the facility's Storm water Pollution
Prevention Plan. The facility must notify DEQ in writing if any changes affect representative status.
For questions, please contact the DEQ Regional Office for your area (see page 3).

SECTION 5.0 DISCHARGE SAMPLING AND ANALYSIS
The General Permit requires sampling and analysis of point source discharges that fall in the following
categories.
Mine dewatering and/or discharges of process wastewater, including commingled
stormwater.
Stormwater discharges from other plant areas where the stormwater has contacted
areas directly related land disturbance and process areas..
Stormwater discharges from on -site vehicle maintenance areas.
5.1 Process Water and Stormwater Sampling/Analysis Program
Refer to Table 1 for required sample frequency and analytical parameters. There are four
appropriate sampling location at the Clear Creek Quarry which will be used to sample various
process water and stormwater discharges. Each outfall to be sampled is listed below along
with a brief description of each outfall's type of discharge.

Note: There are a total of 12 discharge points (11 Stormwater, 1 process water) at
the Clear Creek Quarry site.
Mine dewatering flows and runoff from yard, process, material stockpiling, and
stripping areas which drain to the pit are pumped to outfall 141-001.
Outfall 141-002 is the overflow from a small pond southwest of the pit which
receives runoff from the shop area, plant and material stockpile areas.
Stormwater from the shop reports to this pond via a culvert located under the
plant. This outfall is the appropriate sampling location for discharges associated
with vehicle maintenance activities.
The overburden stripping and disposal area is along the northeast portion of the
property. Although this area rarely discharges off site, an unusually heavy
rainfall could discharge at outfall 141-012. Thus this is the appropriate sampling
point to monitor discharges associated with stripping and overburden activities.
Outfalls 141-004 through 141-008 are outfalls to be monitored for stormwater

NOTE: DUE TO SHORT ALLOWABLE HOLDING TIMES, SAMPLES SHOULD BE
SHIPPED FOR PROMPT DELIVERY TO THE LAB. In addition, pH measurements need to
be made as soon as possible upon the completion of the sample period. Please follow
the Standard Operating Procedures regarding the sampling and measurement of pH in
section 5.2 below. If samples must be taken on Friday, please contact the lab to

IN ADDITION TO THE ANALYTICAL TESTING IDENTIFIED IN THE ABOVE TABLE, VISUAL MONITORING OF ALL STORMWATER
OUTFALLS IS REQUIRED SEMI-ANNUALLY. PLEASE REFER TO APPENDIX B FOR THE RECORD -KEEPING FORM TO BE USED.
VISUAL MONITORING MUST AT ALL OUTFALLS, NOT JUST REPRESENTATIVE OUTFALLS (UNLESS PRIOR APPROVAL IS
RECEIVED IN WRITING BY DENR).
FOR BOTH SEMI-ANNUAL STORMWATER SAMPLING AND VISUAL INSPECTIONS, MONITORING PERIODS NEED TO BE
SEPERATED BY AT LEAST 60 DAYS.
discharge from the same overburden disposal area. Outfall 141-012 will
represent these outfalls.
Outfall 141-013 receives runoff from material stockpile areas. Thus this is the
appropriate sampling point to monitor discharges associated with stockpile
activities.
The following table summarizes the total additional outfalls at this site which will not
require sampling. The abovementioned outfalls that will be sampled have been linked
to the following outfalls based on the overall type of discharge each additional outfall
will represent. All outfall locations are indicated on the partial mine map in Appendix 1.
Documentation of representative outfall status should be kept on site within the Mineral
Mining Plan.

Representative Outfall Status Request
Clear Creek Quarry
Mecklenburg County
The Mooresville Regional Office staff have reviewed your request received on March 8, 2011, for a
determination that stormwater discharge outfall (SDO) 141-012 be granted representative outfall status
for stormwater outfalls 141-011, and (SDO) 141-013 be granted representative outfalls status for
stormwater outfalls 141-014 and 141-015. Based on the information and maps provided and the site
visit of April 8, 2011, we are approving this request. In accordance with 40 CFR §122.21(g)(7), you are
authorized to sample the above requested representative outfalls accordingly. This approval is effective
with the next sampling event. We also want to remind you that the permit still requires Qualitative
Monitoring be performed at all SDOs, regardless of representative status.
Please remember that any actions you initiate in response to benchmark exceedances as directed in the
tiered response provisions of your permit must address all drainage areas represented by SDO 141-012
and 141-013, where appropriate.
Please append this letter to your Stormwater Pollution Prevention Plan (SPPP) or permit to document
that representative outfall status has been approved. If changes in drainage areas, structures,
processes, storage practices, or other activities occur that significantly alter the basis of this approval,
representative outfall status may no longer be valid. You should either resume sampling at all SDOs, or
reapply to this office for representative outfall status based on updated information. If you have any
questions or comments concerning this letter, please contact our Office at (704) 663-1699.
Sincerely,
Robert B. Krebs, Regional Supervisor
