We respectfully submit the following information regarding our stormwater discharge outfall 013: 1. August 20, 2014 Vulcan received sampling results from our tab. 2. August 26, 2014 Vulcan conducted a stormwater management inspection of outfall 013 facility. 3. Vulcan's findings were unknown to the causes of the benchmark value exceedence. 4. September 11, 2014 Vulcan implemented water treatment to the pond and re-routed some of the drainage to the pond to the pit. 5. Record of Tier One Response: a. On August 11, 2014, benchmark exceedences were TSS of 143 mg/I and a Turbidity of 204 NTU. b. August 26, 2014 was the inspection date. c. Philip Phibbs, General Superintendent of Vulcan conducted the inspection. d. Actions selected were water treatment and re-routing some of the drainage area to the pit. e. Our Tier 1 Response on September 20, 2010 reported 9 outfalls with some results above benchmark levels. The second sampling had three outfalls with some results above benchmark levels, triggering our investigation and response. Our investigation results are as follows: As addressed in Tier 1; the basins did receive addition material placement to seal bottom and side slopes. Also, 67 filter stone was installed to improve outfall stormwater treatment efficiency. 2. The next sampling event did show improvement/compliance in 6 of the Tier 1 outfalls. 3. There were 3 outfalls (004, 009, and 010) that still showed some TSS results above benchmark levels. The storm event on 11-4-10 did not create a basin weir by-pass flow. All runoff was held within basins and flow appeared to discharge though the filter stone section. To improve sediment control in the stockpile area basins we added one additional basin in series at Outfall 009 and two additional basins in series at Outfall 010. The shop area basin, Outfall 004, received maintenance with a finer filter stone and maintenance of channel which feeds the outfall with additional stone lining. The previous representative storm occurred on 6-2-10, producing 0.15 inches of rain in 120 minutes. 2. All basins had stored sediment excavated on 6-10-10. 3. The next representative storm event took place On 6-14-10, producing 0.50 inches of rainfall in 60 minutes. Samples were collected during the first 30 minutes during this storm event. The storm event on 6-14-10 did not create a basin weir by-pass flow. All runoff was held within basins and flow appeared to discharge though the filter stone section. We believe that the previous basin sediment excavation process on 6-10-10 created a soil/filter stone contact that allowed some stormwater discharge to by-pass the filter stone section. To address this condition; the basins have received addition material placement to seal bottom and side slopes of basins. Also, a 67 filter stone was installed to improve outfall stormwater treatment efficiency. We believe these maintenance actions will enable the next stormwater samples analysis to obtain results that meet benchmark valves. The following Vulcan personnel were present for the inspection: Mr. Tim Knopf, Mr. Tim Hendrix, and Mr. Brian Parker. Permit The inspection was performed by reviewing, 2009 data using the NPDES general permit that expired on December 31, 2009. Mr. Knopf indicated that Vulcan Construction Materials LP was preparing a training class to introduce the new permit, which became effective January 1, 2010. The containment structure was in good condition. Laboratory Analytical tests, such as, Settleable solids, Total Suspended Solids, Turbidity, pH, Oil & Grease, etc. are all performed using approved analytical methods by a certified lab. All tests are properly performed and documented with a chain of custody. Self -Monitoring Program The facility had monitoring records on -site, as required in the records & reports section of this report. Process areas discharge stormwater at Outfall 007. Annual analytical monitoring was performed. Recycle water is discharged at Outfall 001. Quarterly analytical monitoring was performed. Vehicle maintenance area discharges stormwater at Outfall 004, Annual analytical monitoring was performed. The qualitative monitoring was performed on all outfalls 001, 002, 003, 004, 005, 007. Effluent/Receiving Waters The effluent to the Hunting Creek, Class WS-111 `waters of the State was not discharging at the time of the inspection. The creek did not appear to be impacted.
