This inspection evaluated the areas as designated on the attached inspection form. Observations from each area are addressed below: 1. Permit Vulcan Materials Company holds Certificate of Coverage # NCG020159 for the discharge of stormwater from the facility. The General Permit became effective January 1, 2010 and expires December 31, 2014. 2. Records/Reports All monitoring and laboratory records are maintained as specified by the permit. 3. Facility Site Review The site appeared very clean and well managed. No concerns were noted. 4. Effluent/Receiving Waters Stormwater runoff from the facility reaches the Yadkin River, Class "C waters in the Yadkin/Pee-Dee River Basin. Monitoring Program Part 111, Section B of the permit requires that semi-annual qualitative (visual) monitoring be performed and documented once in the spring (April - June) and once in the fall (September — November). A review of the facility files found that the qualitative monitoring has been conducted as required. Part ill, Section C of the permit requires that analytical monitoring be performed for Mine Dewatering Wastewater. A review of the facility files found that the analytical monitoring has been conducted as required. The analytical monitoring for on -site vehicle maintenance listed in Section B of the permit is not required since the Vulcan plant uses less than 55 gallons of new motor oil per month when averaged over the calendar year. Box 4239 Winston-Salem, NC 27115 Subject: General Stormwater Permit Inspection NPDES General Permit No. NCG020159 Vulcan Construction Materials — Elkin Quarry Surry County Dear Mr. Kimel: On November 18, 2005, Mike Mickey of this office met with Roger Cunningham at the Vulcan quarry off Hwy 268 to perform a General Stormwater Permit Inspection. This type of inspection consists of two basic parts: a review of facility files and monitoring data, and an on - site inspection of the facility and its outfalls. This particular inspection evaluated five (5) areas as designated on the attached EPA inspection form. Observations from each area are addressed below: 1. Permit The permit became effective January 19, 2005 and expires December 31, 2009. 2. Records/Reports All records are being kept per the requirements of Part II I Section B of the permit. 3. Facility Site Review Vulcan is implementing appropriate Best Management Practices (BMP's) to divert, reuse or otherwise manage stormwater runoff to reduce pollutants in stormwater discharges leaving the site. The facility appeared to be well managed and no concerns were noted. 4. Effluent/Receiving Waters Stormwater from the quarry site drains to the Yadkin River, Class C waters, in the Yadkin -Pee Dee River Basin.. No discharge was occurring from the outfalls at the time of inspection.
