The inspector met with Sammy Murphy, Area Manager, and Jim Raines, Quarry Manager who provided access to the facility and available records. The facility is a rock quarry and currently operates 7:00 am to 4:00 pm, Monday through Friday. Safety glasses, hearing protection, steel toed boots, and hardhats, are required. Large vehicle traffic is routine and the use of a reflective vest is recommended. Tick prevention and awareness is recommended while observing outfalls. The quarry was performing maintenance during the inspection. No stone was being processed or crushed while the inspector was onsite. Mr. Murphy and Mr, Raines stated that demand did not require the facility to process stone on August 4, 2017. Approximately 53% of the stone produced at the quarry is #3 stone used by the railroad industry. Wet suppression is employed on the crushers and at strategic points in the process. A water truck is used to reduce dust on haul roads, and wet suppression is used on all crushers, and some conveyors. The facility utilizes two "water birds," which are wide -dispersion water spray nozzles located on stockpiles of fine material. The water for processing stone and suppressing fugitive emissions is contained in a closed loop system and recycled. Settling ponds are used to remove fine particulate from the water, which is then stored in a 30,000-gallon AST. A sand dredge is used to remove the sediment from the ponds. The storm water and process water is contained in three ponds and in the pit of the quarry. The lower pond (closet to highway 29) contains a rock dam and water may discharge into Rutledge Creek - Outfall 104-001. The facility stores diesel fuel and oil in double -walled ASTs. Used oil is recycled the Noble Oil Company or burned in shop heaters in the colder months. On average, less than 55 gallons of oil is used per month. Insure that all used oil tanks or containers are labled with the words "Used Oil." The facility uses Research & Analytical Laboratories for sample analysis. June 30, 2017 results for Outfall #104-001 were 6.75 pH, <0.1 mill SS, <5 mg/L TSS, and 14.5 NTU Turbidity. Outfall #002 appears to be sampled once a year (Not Semi -Annually) and the December, 6, 2016 results were recorded as 0.01 Total Flow MG, 5.8 mg/L TSS, <0.1 mill SS, and 24.2 NTU Turbidity. Semi-annual monitoring for outfail #002 should be conducted. Please review monitoring requirements outlined in your permit. Permit The permit became effective January 1, 2010 and expires December 31, 2014. Please familiarize yourself with the new permit requirements. Stormwater outfalls must be sampled on a semi-annual�_basis now. 2. Records/Reports As required by the permit, the facility has implemented a Stormwater Best Management Practices (BMPs) Plan for the site. All mandatory paperwork was available during the inspection, including monitoring records, secondary containment information, and a complete map of the quarry with the outfalls marked and labeled. The facility also has a Spill Prevention, Control, and Countermeasure (SPCC) Plan for the petroleum storage area. The SPCC Plan was created by Research & Analytical Laboratories of Kemersville, NC. 3. Facility Site Review Materials stored outside include diesel fuel and smaller bulk oil storage, all in double -walled tanks. Used oil is burntu the oil healing system nathe winter months and picked up by Noble Oil during the summer months. The quarry has a closed loop wastewater recycle system in place. Water from the pit is pumped into a 30,000-gallon water tank, which is distributed to water trucks that spray for dust. Water drains back into a large pond, which is designed to NOT discharge_ 4. Effluent/Receiving Waters Stormwater from the property discharges to Rutledge Creek in the Roanoke River Basin. Them t,�nstnrm wafer outfalls on the property. Outfall 001 drains from a large storm water pond that will be dredged in 2010 during regular maintenance. Outfall 002 drains from a vegetated ditch. Some of the vegetation has grown too tall and should be trimmed to maintain the integrity of the drainage system. 5. Self -Monitoring Program The facility uses Research & Analytical Laboratories for sample analysis. Meter calibration sheets and chain -of -custody reports were included with the monitoring reports from R & A. An on -site review of the monitoring data during the inspection showed that all parameters were evaluated per the specifications of the permit. Analytical sampling occurred on July 20, 2009, March 26, 2009, and January 27, 2009. The results were under the cut-off concentrations. Vulcan was performing quarterly monitoring but has now returned to the permit requirement of semi-annual. Vulcan monitors outfall discharge daily. Qualitative monitoring occurred on November 30, 2009 and March 29, 2009. A rain gauge is located outside the office, and precipitation is measured on a daily basis at the plant.
