HomeMy WebLinkAbout19991277 Ver 1_COMPLETE FILE_19991122K, 1-6 J CAMA November 1, 1999 Mr. Brynn Ashton Environmental Planning Division US Marine Corps Base PSC Box 20004 Camp Lejeune, NC 28542-0004 2 Im REFERENCE: CD99-12 Marine Veterans Memorial Park at Camp Johnson Dear Mr. Ashton: The State of North Carolina has reviewed the referenced proposal pursuant to 15 CFR 930 Subpart C - Consistency for Federal Activities. The Marine Corps proposes to develop a Marine Veterans Memorial Park at Camp Johnson within Marine Corps Base Camp Lejeune Onslow County, NC. The Park will include memorial sites, parking, restrooms, and trails and picnic areas. The land parcel contains forested uplands and wetlands. A consistency determination for the project was submitted to our office by letter dated August 26, 1999. Based upon our review, we agree with the Marine Corps' determination that the proposed action is consistent with the North Carolina Coastal Management Program, provided the following conditions are met. 1. A 401 Water Quality Certification is received from the NC Division of Water Quality and all conditions therein are met. 2. If required, a Stormwater Management Plan is approved by the NC Division of Water Quality. 3. A Sedimentation and Erosion Control Plan is approved by the NC Division of Land Resources. Sedimentation and Erosion Control Plans must be submitted 30 days prior to the onset of land disturbing activity. North Carolina Department of Environment and Natural Resources James B. In addition, the project would impact many acres of upland forested habitat. Based upon these concerns, we recommend the following: 1. The reflecting pond should be designed to avoid or reduce adverse impacts to forested wetlands. 2. Removal of mature trees throughout the parcel should be minimized. We encourage the Marine Corps to develop and implement land management practices at Camp Lejeune that consider the value of forested wildlife habitat, on this location and on others.
