Rowan County
Carolina Quarries, inc., is located at an inactive mine site
in Rowan Co., and is 'in the business of stone cutting. The
activity fails under an SIC code of 3281.
The existing Permit is' a General Permit to discharge
stormwater' under the National Pollutant Discharge Elimination
System that includes mine dewatering and overflow from recycled
process wastewater. The existing permit is apparently valid only
for the mine dewatering and not for the discharge of wastewater
from the recycle facilities, as the subject facility is not a
mining operation.
Carolina Quarries, inc., operates recycle wastewater
facilities that intermittently discharges to the surface waters.
It is requested that Carolina Quarries be issued an individual
permit to include mine dewatering, stormwater, and the discharge of
recycled wastewater.

Carolina Quarries, Inc., formerly Matthews International
Corporation, was covered under an individual permit No. NCO027456
which expired on February 29, 1992. Carolina Quarries was issued
the subject general permit on May 25, 1993.
The application submitted by Carolina Quarries, Inc., did not
include the process water discharges from the plant, but only the
water discharge from the pit area. This Office requests that the
above permit be replaced by an individual permit due to problems
with the wastewater treatment facilities and water quality impact
caused by the discharge.
Enclosed, is the NOV issued to Carolina Quarries, Inc.,
concerning monitoring and turbidity violations.

Chapter 143, Article 21 of the North Carolina General Statutes
(NCGS) authorizes and directs. the Environmental Management
commission of this Department to protect and preserve the water and
air resources of the State. The Division of Environmental
Management has the delegated authority to enforce adopted pollution
control rules and regulations.
On December 2, 1994, Mr. Samar Bou-Ghazale of this Office
conducted an investigation at the subject facility. Water quality
tests for turbidity were conducted upstream and downstream of
settling ponds belonging to Carolina Quarries. The results were 4
NTU upstream and 116 NTU downstream. The downstream sample result
was in violation of the Water Quality Stream Standard for
turbidity, which is 50 NTU. Also, monitoring required by Part I,
Section A of the Company's NPDES General Permit has not been
conducted.

Pursuant to NCGS 143-215.6A, penalties of up to $10,000.00 per
day per violation may also be assessed against any person who
violates any classification, standard, limitation or management
practice established pursuant to NCGS 143-214.1, 143-214.2, or 143-
215, or who violates or fails to act in accordance with the terms,
conditions, or requirements of any permit required by NCGS 143-
215.1. You will be advised of any enforcement recommendation.
It is requested that a written response be submitted to this
Office by no later than December 27, 1994 explaining action taken
to comply with the permit requirements, including action taken to
restore areas affected by the wastewater discharges. Please
address your response to Mr. Rex Gleason, Water Quality Regional
Supervisor.
If you have any questions concerning this matter, please do
not hesitate to contact Mr. Bou-Ghazale, Mr. Gleason, or me at this
Office.
