The facility's current Permit to Operate is in the process of being updated to include the composting of Type 3 materials. The facility is located on 14 acres at the existing Cabarrus County Solid Waste Landfill site and is operated by Agromatters, LLC. The composting facility shall be located in accordance with 15A NCAC 2B .0200, Classification and Water Quality Standards Applicable to Surface Waters in North Carolina. The site will not cause a discharge of materials or fill materials into waters of the State that would be in violation of Section(s) 404, and 402 of the Clean water Act, or in violation of the requirements of the National Pollutant Discharge Elimination System (NPDLS). The site will not cause non -point source pollution of waters of the state that violates assigned water quality standards. Memo — Agromatters Summary CGC Proj ect — 131-242 May 1, 2014 Page 2 Type 1 Composting Activities The Type 1 composting activities occur in an open area on the site utilizing the turned windrow. composting process (see attached Site Map). Stormwater run-off from Type 1 composting activities is collected in grass swales and conveyed to the existing sediment basin on the western side of the site. The riser for the sediment basin discharges through a 24" CMP which serves as the stormwater outfall for the site. The discharge will be tested in accordance with NCG240000. "Type 1 feedstock will consist of yard and garden waste, silvicultural waste, and untreated/unpainted wood. The compost itself takes an extended period to process. The windrows containing compost are to be turned once to twice monthly. The composting matter is to remain in the windrows for approximately three to six months for aging prior to use. The finished Grade A compost; produced in accordance with 15A NCAC 13B .1404, will be distributed to the public or other entities at the discretion of the Operator. Type 3 Composting Activities The Type 3 composting activities will occur under roof in constructed bays to prevent stormwater contact with raw and process materials. Additionally the dumping pad and mixing area for Type 3 feedstock materials will be constructed of concrete and covered. A leachate collection system will be utilized to contain liquid run-off from the compost bins, dumping pad and mixing areas. The leachate will be recirculated into the composting process. If the leachate tanks must be emptied, the liquid waste will be transferred via tanker to a wastewater treatment facility. operated by the Water and Sewer Authority of Cabarrus County (WSACC). WSACC has provided a letter confirming the acceptance of leachate, and this letter has been included in the NOI application. Type 3 feedstock will consist of pre -consumer and post -consumer food processing waste and source separated food wastes, agricultural waste including manures, meats, source -separated paper or other source specialty wastes, which are relatively low in physical contaminants but may be high in pathogens. Box 428 Concord, NC 28026-0428 Phone: 704.786.1783 Fax: 704.795,1564 SUBJECT: COMPOST LEACHATE - ACCEPTANCE OF DISCHARGE AGROMATTERS CABARRUS ORGANICS RECLAMATION FACILITY Dear Mr. Gilkerson and Mr. Gingerich: The Water and Sewer Authority of Cabarrus County (WSACC) received your request on November 14, 2013 for approval to haul compost leachate to the Rocky River Regional Wastewater Treatment Plant (RRRWWTP) periodically if needed. Also, included with this request was the process description and site plan depicting the layout'of the facility. WSACC hereby grants permission to Agromatters to haul compost leachate to the RRRWWTP, however, the following restrictions shall apply: (1) Agromatters shall contact WSACC prior to hauling leachate to the RRRWWTP to schedule entry into the plant. (2) All such discharges shall be made at the designated waste disposal station located within the RRRWWTP. Upon entering the disposal station, Agromatters shall discharge their load in such a manner that will create minimal splash and spillage of leachate outside the discharge area. Agromatters will be responsible for any spillage that occurs during the discharge of the load. (Please do not wash down any spills that are located outside the discharge area. Contact facility personal and they will instruct you in the proper cleanup procedures for this type of spill.) (3) Agromatters must log the discharge into the computer sign -in station located in the Administration Building Operator's Control Room. Agromatters must provide the volume and origin of waste. Failure to provide any requested information will result in a penalty of $50.00 per occurrence or revocation of this acceptance letter. (4) The effluent discharge pH shall not be less than 5.0 standard units nor greater than 10.0 standard units. Page 2 November 18, 2013 (5) The mercury concentration in the effluent discharge shall not exceed 0.0002 milligrams/liter. (6) Agromatters shall pay all applicable deposits, fees and charges in a timely manner for the leachate discharge. (7) Normal operating hours for disposal shall be: 6:00 am to 9:00 pm, Monday through Friday; and 7:00 am to 7:00 pm on Saturday. WSACC may conduct random sampling of the compost leachate discharge to identify pollutant loadings and verify compliance with the above limitations.
