Benchmark Parameter Exceeded:
• Turbidity — 122 NTU (Tier 1 Exceedance for Turbidity benchmark of 50 NTU)
Date of Lab Results: December 28, 2018
Date of Stormwater. Management Inspection: December 31, 2018
Personnel in attendance: Josh Turner — Plant Manager — Martin Marietta
Inspection Observations: The inlet and discharge weir of the basin is in need of maintenance.
Proposed Actions: The inlet will be cleaned and a new stone check dam will installed to
provide pretreatment for the basin. New stone will be placed at the weir outlet and new baffles
installed in the basin providing more treatment of runoff prior to discharge.
Date Actions Implemented: Completed by the end of January 2019.

`All mines must monitor WW discharges for TSS. Only industrial sand mine discharges are subject to TSS limts.
ZIf an effluent limit is exceeded, the permittee is required to institute monthly monitoring for that parameter for the remaining permit term.
3The discharge shall not cause an instantaneous measurement of the turbidity of the receiving water to exceed: 10 NTU for freshwater streams, lakes, and reservoirs
designated as trout waters; 25 NTU for all lakes and reservoirs, and all salt waters; 50 NTU for all other streams and surface waters. Turbidity may be monitored at the
Stormwater Discharge Outfall. Alternatively, the permittee may choose to monitor turbidity in the receiveing water, directly upstream and downstream of the discharge

Dear Mr. Moe:
On November 28, 2006, Jenny Freeman of this office performed a General Permit Inspection at
Martin Marietta Materials — Burlington Quarry located at 1671 Huffman Mill Road in Alamance
County, North Carolina. This facility holds General Permit No. NCG020012 under the National
Pollutant Discharge Elimination System (NPDES) to discharge Stormwater and Wastewater
from Mining Activities. Nuwan Wjesuriya (Environmental Engineer), Ken Brown (Plant
Manager), and Scott Still (General Foreman) were present for the inspection. This type of
inspection consists of two basic parts: an in -office review of facility files and self -monitoring data
and an on -site inspection of the facility's discharge outfalls. This particular inspection evaluated
five (5) areas, and observations from each area are addressed below:
1. Permit
The permit became effective January 19, 2005 and expires December 31, 2009.
2._Records/Reports
As required by the permit, the facility has implemented a Stormwater Best Management
Practices (BMPs) Plan for the site. All mandatory paperwork was available during the
inspection, including monitoring records, secondary containment information, and a complete
map of the quarry with the outfalls marked and labeled. The facility also has a Spill Prevention,
Control, and Countermeasure Plan. Plant staff visually observes accumulated stormwater in the
secondary containment areas prior to release; records of these inspections are maintained with
permit records and reports.
3. Facility Site Review
Materials stored outside include diesel fuel (20,000 gallon tank) and smaller bulk oil storage, all
in secondary containment. The facility does conduct on site vehicle maintenance, utilizing more
than 55 gallons per month of new motor oil. Mine dewatering wastewater is pumped from the
borrow pit to discharge outfall.
4. Effluent/Receiving Waters
Stormwater and wastewater from the property discharges to Back Creek (Class C; NSW) in the
Cape Fear River Basin. All outfalls appeared well maintained during the inspection. Due to the
age of the mine, Back Creek runs directly adjacent to the property, creating the potential for
surface water contamination. The stream is protected with a significant berm.
5. Self -Monitoring Program
