The North Carolina Division of Water Resources conducted an inspection of the City of Lenoir Lenoir
Blends Processing Facility and Distribution Program on 12/18/2019. This inspection was conducted to
verify that the facility is operating in compliance with the conditions and limitations specified in
Non-discharge Permit No. WQ0010059. The findings and comments noted during this inspection are
provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report".

Inspection Summary:
Mikal Willmer & Tim Heim, with the Asheville Regional Office, conducted a compliance evaluation inspection of the City of
Lenoir's Class A distribution facility on December 18, 2019. This inspection was conducted in conjunction with the facility's
NPDES inspection and to ascertain the timeline for installation of the new thermal belt dryer system. Donnie Hawkins (ORC)
and Lisa Triplett (Wastewater superintendent) were present and assisted in the inspection.
The following items were discussed and/or noted during the inspection.
Thermal Belt Dryer: Currently scheduled to begin installation in January of this coming year and be fully operational by 2021.
Ms. Triplett indicated the City still intends to have an initial start-up period to acclimate to the new system before any
distribution occurs. The City is currently planning to landfill all residuals until 2021. New belt dryer and belt filter press will be
inside. The current covered storage pad will be enclosed on three sides once upgrades are complete. SCADA will be
installed with the new system and the air system will be updated in the current sludge holding tank. The City still plans to
continue bulk distributions. Recommend public outreach/education regarding the new biosolids product once the nutrient
and mineral content is established.
O&M Manual: Ms. Triplett indicated the O&M manual, submitted with the application add info request, would be modified
once facility staff have established standard operating procedures and schedules for the new equipment and process.
Please provide a copy to the Division when this occurs.
Residuals Sources: Any future residuals from other sources, not introduced at the headworks, would require a permit
modification and would need to be added as a residuals source. Please notify our office if there are any planned changes to
the method of accepting Blowing Rock's residuals.
