This inspection was conducted in conjunction with the facility's permit renewal. Sonny Penson and Jeff Dotson were present and assisted in the inspection. This facility is not currently in use and has not been since approximately 2005. All solids were removed from the facility in 2006. Non-discharge and NPDES inspections from 2006 and 2007 indicated the facility was cleaned out. At the time of my site visit, there was no indication of residuals and/or wastewater present in the facility. The Town does not currently have plans to use the facility and merely retains the permit in the event there is development in the area. The facility and site would need to be completely rehabilitated before it could be properly operated and maintained. Concrete and metal structures appear to be in ok condition; however, vegetation has grown around the facility and would need to be removed. Facility was previously designed for Textiles. All wastewater was originally pumped through the facility. Fine bubble diffusers have been exposed to the elements for years which would likely warrant replacement. Please note, it is currently and will continue to be a permit requirement to obtain an AtoC and submit an engineering certification before the facility is allowed to discharge under NPDES Permit No. NC0083275.
