The National Audubon Society has requested a Minor Modification to Major Permit #107- 15, which was originally issued on September 30, 2015 and expires on December 31, 2022. The original major permit authorized the reconfiguration & repair of an existing docking facility, partially filling a canal, replacement of a culvert, reshaping of a waterfowl impoundment pond, demolition of unneeded buildings, to renovate and construct buildings, to construct a trail system, install roadways and parking areas, as well as installing new wastewater systems and force mains @ 300 Audubon Drive. A Major Modification to Major Permit #107-15 was issued on December 2, 2019 authorizing the construction of 422 linear feet of sheetpile sills and marsh plantings for a living shoreline project, the replacement of bulkheading and three existing culverts along an existing gravel two -track and road maintenance to the gravel surfaces of the two - track and parking/turnaround area. The National Audubon Society has requested an additional modification to Major Permit #107-15 to construct a 12'x12' timber bridge and abutments in place of the authorized replacement of three 24' long x36" diameter culverts. 3. I conducted a site visit on August 22, 2019 to review the recent Major Modification request, and since that visit there has been no development at the site. Pursuant to the provisions of reference (a), I have determined that the request meets the requirements contained in 15A NCAC 07H. 0207(d), NCAC 07H .0208(a) & 07H .0209(d) USE STANDARDS. Bridges are considered water -dependent per 7H .0208(a)(1) and the removal of the culverts should improve water circulation. 4. The required fee of $100, paid by Check #5777, was received by the Elizabeth City District Office on December 18, 2019. 5. It is recommended that the Minor Modification request be granted, provided all the Permit Conditions of the original permit issued on September 30, 2015 and the Major Modification to the permit issued on December 2, 2019 remain in effect. NOTE: Circulate to USACE, NCDWR, NCDMF, NCWRC & Currituck County Attachments: Copy of Minor Modification Request, including work plan drawings and updated MP-1, MP-2 & MP-5 application forms Audubon Society, Pine Island, Corolla, NC CAMA Major/Minor Mod- Project Narrative 12/12/19 Proposed Modification Proposed work requiring a Minor Modification to CAMA Major #107-15 includes the construction of a timber bridge crossing in place of the existing culverts permitted to be replaced under the recent Major Modification. After a cost and construction analysis was completed with a contractor and structural engineer, it was determined that building a 12 ft by 12 ft timber bridge span over the area currently culverted would be more cost effective, stable, and increase flow of the existing creek. Bulkhead sections will remain as previously proposed to replace the existing failing bulkheads. To accommodate the new bulkhead and bridge, 1 to 2 feet of fill is proposed within an area of 1,162 SF total. The proposed bridge will be a 12 ft by 12 ft single span over the area of existing culverts. A bridge abutment will be built on either side of the new opening out of vinyl sheeting and timber pilings as shown on the attached drawings and details. The old culverts and section of the land bridge will be excavated, and the bridge section will be constructed in its place. Attached is an updated CAMA Plan and structural design plans and details for the proposed bridge. Need The Audubon needs to replace the failing culverts and land bridge in the most economic and environmentally friendly way feasible. The current replacement of culverts along the land bridge was deemed to be more expensive with greater potential of structural failure than a bridge section would be.
