Havelock Water Improvements

Dear Mr. Tant:
The Washington Regional Office has reviewed the request for an exemption of McCotter
Canal based on the fact that it is a manmade conveyance. This conveyance is not present on the
1951 USGS topographic map, 1983 USGS topographic map, local County Soil Survey map, and
did not exhibit characteristics of a modified natural stream during a site visit on November 2,
1999. Site specific and mapping evidence points to this conveyance being manmade therefore
exempt from the buffer restrictions as stated in Part 3(a) in Administrative Code Section: 15A
NCAC 213.0233.
