Dear Mr. Glenn:
You have our approval, in accordance with the attached conditions and those listed below, to place fill material
in 0.07 acre of wetlands for the purpose of commercial construction as you described in your application received by
the Division of Water Quality on October 13, 1999. After reviewing your application, we have decided that this fill
is covered by General Water Quality Certification Number 3106. This certification allows you to use Nationwide
Permit Number 18 when the Corps of Engineers issues it. In addition, you.should get any other federal, state or local
permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal
Stormwater, Non-Discharge and Water Supply Water shed regulations. This approval will expire when the
accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you change
your project, you must notify us and you may be required to send us a new application.. If the property is sold, the
new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying
with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory
mitigation may be required as described in 15A NCAC 2H.0506 (h) (6) and (7). For this approval to be valid, you
must follow the conditions listed in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for ari adjudicatory hearing. You
must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition, which
conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box
27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a
hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If

Clearing and filling of land to provide sufficient uplands for proiect completion. The permitted areas will
be brought to grade with surrounding uplands. Gravel/marl will be used in parking and driveway areas.

Three buildings are to be constructed and utilized as light industry in association with the surrounding
lots/marina. Because of building setbacks and stormwater requirements two areas totaling 0.07 acre of
wetlands are being requested to complete the project. The first is on the first lot 3A, 0.03 acre (1307
sa.ft.) and the second is on lot 3B totaling 0.04 acre (1743 sa.ft.) Wetlands impacts have been
minimized by reducing project goals.

waters for the purpose of installing a road crossing, as you described in your application dated December 30, 1998. A fmr
reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3103.
This Certification allows you to use Nationwide Permit Number 14 when the Corps of Engineers Issues it. In addition.
you should get any other federal, state or local permits before you go ahead with your project including (but not limited to)
Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply watershed regulations. Also this
approval will expire when the accompanying 404 or LAMA. permit expires unless otherwise specified in the General
Certification.
This approval is only valid for the purpose and design that you described in your application. If you change your
project, you must notify us and send us a new application. If the property is sold, the new owner must be given a copy of
this Certidcation and approval letter and is thereby responsible for complying with all conditions. If total weUaad fills for
this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC
2H,0506 W. For this approval to be valid, you must follow the conditions listed in the attached certification.

Enclosed is a NWP 18 application by Mr. Stephen Glenn for 0.07 acre of fill on Lot 3A and 3B in
Jarrett Bay Subdivision, Carteret County, NC. Two wetland areas are being requested for fill to allow for
project completion. The project has been changed several times to minimize wetland impacts and still
retain project goals.
