the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Re: Modification to Fast Track Sewer System Extension Application for Richmond Hills (W00030624)
The Richmond Hills Subdivision sewer system was originally permitted on August 28, 2006 for a total of 136
single-family residential lots, one amenity center, a centralized pump station, and necessary gravity and force
main utility extensions. The total permitted flow at that time was 29,240 gallons per day (GPD) partitioned as 136
single-family residential lots at 210 GPD and 680 GPD for the amenity center (5 GPD per lot for 136 lots). The
permitted length of gravity pipe was 8,026 linear feet (LF) and the permitted length of sewer force main was 2,016
LF. The duplex pump station is permitted to operate at 180 gallons per minute (GPM) at 116 feet of head.
The entire system except for the sewer infrastructure along Maymont Street and Ginters Park Road was installed
and then certified in August of 2007. Approximately 1,734 LF of gravity sewer infrastructure was not installed
along those two roads. Those two roads were originally intended for 51 lots — which were not recorded.
This revision to Richmond Hills includes a slight land plan change along Maymont Street and Ginters Park Road
which allows for the development of 75 lots (24 more single-family residential lots). The increase in sewer flow
is 5,160 GPD partitioned as 24 single family residential lots at 210 GPD and 120 GPD for the amenity center (5
GPD per lot for the additional 24 lots). The revised land plan requires 2,573 LF of gravity sewer extension. With
1,734 LF of gravity sewer infrastructure not installed as part of the original permit, the proposed gravity sewer
infrastructure increases the total length of gravity sewer for Richmond Hills by 839 LF. The permitted pump
station has excess capacity for this revision and no modifications are proposed to it or the sewer force main.
