Hi Erin,
Please see our responses in blue.
1. Please double check site numbers for the wetland and open water tables, both tables appears to skip numbers
(W2, W3, OW 1-5, etc.). THE SITE NUMBERS ARE CORRECT. THEY ARE LABELED TO MATCH THE FEATURES IN
THE JD, SO IF A NUMBER APPEARS TO BE "SKIPPED" IT IS BECAUSE THERE WAS NOT AN IMPACT. NOT ALL
WETLANDS AND DITCHES HAVE IMPACTS.
2. Please confirm that all open water impacts are for jurisdictional ditches. YES THIS CORRECT. SAM HAS
REQUESTED WE LABEL ALL DITCHES ON OUR PCN.
3. Please confirm there will be no temporary impacts to wetlands, streams or open waters. AFTER LOOKING INTO
THIS QUESTION WE DETERMINED THAT THERE WILL BE TEMPORARY IMPACTS TO WETLANDS DUE TO DITCH
FILL. THE OPEN WATER IMPACT WILL BE PERMANENT, BUT THE WETLAND IMPACT WILL BE TEMPORARY.
PLEASE FIND ATTACHED AN UPDATED WETLAND IMPACTS TABLE SINCE I CAN'T ADJUST THE PCN ONLINE.
ALSO, I HAVE INCLUDED THE TABLE BELOW. IT ADDS TEMPORARY WETLAND IMPACTS TO W1 AND W4A. WB4
AND W18 ARE NEW TEMPORARY IMPACTS.
4. The corresponding impact map Figure 5 shows only wetland impacts, please also identify stream and
jurisdictional ditch impact locations. REVISED FIGURE 5 ATTACHED SHOWING STREAM, WETLAND, AND OPEN
WATER IMPACTS/DITCH IMPACTS. AGAIN, I CAN'T UPLOAD OR I WOULD:).

Hi Cara,
We're reviewing the Scarborough Mitigation 401 WQC application and have a few questions.
PCN Section D Impacts
1. Please double check site numbers for the wetland and open water tables, both tables appears to skip numbers
(W2, W3, OW 1-5, etc.).
2. Please confirm that all open water impacts are for jurisdictional ditches.
3. Please confirm there will be no temporary impacts to wetlands, streams or open waters.
4. The corresponding impact map Figure 5 shows only wetland impacts, please also identify stream and
jurisdictional ditch impact locations.
Additionally, Figure 5 identifies "unverified" jurisdictional wetlands. DWR is in the process of confirming that USACE is in
general agreement with the revised PJD.
