All encroachments into the proposed Neuse River Riparian Buffers are eliminated except the Holstein Lane (public street) crossing affecting approximately 70 -80 ft. ofd buffer. All driveway encroachments are eliminated and building envelopes are shown outside of the buffer. (Aberdeen Subdivision) Dear Mr. Dorney and Mr. Tugwell: The purpose of this letter is to notify you of our clients intent to u ' ' e Nationwide Permit 26 for 0.01 acres. The project is located in Franklin County east of SR 1139 and south of Hwy 96 near Pocamoke, NC (see Site Vicinity Map). All impacts will result from the fill of jurisdictional waters for a road for residential development (see Site Plan: Impacts are to areas subject to the Neu a Buffer Rules. Less than 150' and 1/3 of an acre of impact is proposed so no mitig lion should be required for these road crossings for buffers. The stream shown on he USGS or Soil Survey running east west (the proposed impact area) is assumed to e buffered. DWQ needs to verify buffers on the stream running north south because S EC believes they are as shown on the attached plans but the Soil Survey indicates the, 7 extend further. Wetland acreage impacts as proposed are below the DWQ 1 acre mi 'gation threshold. Site visits by the Corps and DWQ have not yet occurred. The road rossing is necessary to access high ground and is placed as perpendicular as possible. A total of 110 linear feet of stream impact is proposed 30' for dissap tors and 80' for piping. The streams are not DWQ significant or Corps important: erefore impacts are below 150' of significant channel so no stream mitigation should be required.
