capacity related sanitary sewer overflows or overburden any downstream pump station en route to the
receiving treatment plant under normal circumstances, given the implementation of the planned
improvements identified in the planning assessment where applicable. This analysis has been performed
in accordance with local established policies and procedures using the best available data. This

You would have to ask Charlotte Water about their requirements for your project, as per your original email, they
have asked that you determine whether or not it was permitted by NCDEQ. If you are developing the parcel adjacent
that is served by this line, I would assume you will be adding building(s) and/or flow to the line (i.e. replacing what
was on the parcel), and that is likely why they inquired? I'm happy to provide as much information as I can regarding
anything we might have on file, but based on what has been provided previously, I have not been able to locate
anything that appears to be for this sewer line.
The provision regarding more than one building has been in place as long as the 02T Rules have existed, which were
originally ri
riginally promulgated around 2006. Prior to 02T, sewer extensions were governed by 02H and I am not overly
familiar with what was included in those Rules. I assume a similar provision was listed in 02H, as our MDC have been
in place since 1999 and carry over a lot of Rule -related items.
Charlotte Water may have permitted the line in 2006 when they added the building, but then it would be a public
sewer and not a private one — they are not delegated at this time to issue permits for private gravity sewers or private
pump station/force mains extensions.
I'm not sure if that helps clarify anything, but please let me know if I can provide further assistance.

Hello,
I would recommend adding a qualifying statement to the certification page, next to the seal area, that states what you
mentioned in your email — that to the best of your knowledge it meets the criteria even though it is an existing line and not a
new one. That should be fine, and if the reviewer has any questions, they'll contact me and I can confirm.

Hello,
For this particular project, I would recommend estimating the current, actual flow for the CATS facility and including that in this
permit. Should the flow have been already permitted somewhere else, although we cannot locate the permit, the additional
"paper flow" will not adversely affect Charlotte Water's flow tracking, as "paper flow" converts to actual flow once the building
is in place, and then any remaining "paper flow" is removed once the actual flow is known — so the flow tracking will remain
the same with respect to the existing facility.

RE: Private Sanitary Sewer Application: Movement School East
5249 Central Avenue, Charlotte NC
The Movement Foundation is renovating an existing facility and building a new two-story building
to support their proposed Movement School East, a charter school located at 5249 Central Avenue in
Charlotte, North Carolina (Parcel ID's 10304127 and 10304134). The proposed improvements will
include renovating the existing 35,000 SF building (the former Harris Teeter building), constructing a new
adjoining 2-story 63,000 GSF, adding approximately 125 vehicular parking spaces.
The existing and proposed building will be served by an existing 8-inch private gravity sanitary
sewer that crosses the adjoining property (formerly the Eastland Mall site). The private sewer connects to a
City -maintained 10-inch trunk line. In 2006 the Charlotte Area Transit System (CATS) built a regional transit
center on the Eastland Mall property. The sewer lateral serving the transit center was connected to the 8-
inch private sewer. There's no evidence that this was properly permitted. The enclosed application is
intended to permit the portion of the private sewer service that serves both facilities.
