Bragg, SOTF DFAC Project Stormwater Management Narrative The proposed project known as Fort Bragg SOTF DFAC project consists of a new dining facility building addition, asphalt parking lot, concrete pavement, and stormwater management infiltration basin #1 - #3 devices. This report presents the stormwater management calculations for the project. The property is located on Fort Bragg in Cumberland County, North Carolina with access to the site from McKellars Road and Lamont Road. The SOTF DFAC project is located in the Southwest section of the Security Operations Training Facility (SOTF) compound. The existing partially developed site is situated north of the existing access drive off of McKellars Road security checkpoint. The scope of work for the DFAC project includes civil site work and site utilities design along with demolition of the existing site to support the construction of the new SOTF DFAC project. The project is located on a partially developed site primarily consisting of grass areas with existing sidewalks at the dining facility addition site and a helicopter pad in the area of the proposed parking lot. Existing asphalt parking lots border the proposed parking lot site and existing asphalt roads and the existing dining facility border the dining facility addition project site. The proposed site will disturb greater than 1.0 acre and the built upon area will be greater than 24% of the site area, and is therefore considered a high density project. The state of North Carolina's Stormwater Management Phase II Post Construction ordinance requires new high density development projects to provide stormwater management water quality treatment for the first inch of runoff for the newly created impervious areas. This project is also required to meet EISA Section 438 requirements which requires the post development conditions to meet the pre development conditions for the 24-hour 95t" percentile rainfall (approximately 1.8 inches at Ft. Bragg). The site has been broken down into three drainage areas (one for each infiltration basin) for the purposes of determining the required stormwater management volume requirements for each infiltration basin with all bypass stormwater being accounted for in the calculations. Infiltration basins #1 —#3 have been sized based upon the actual drainage area it receives. The proposed dining facility building addition, sidewalks, and existing asphalt roads impervious areas are treated in infiltration basin #1. The proposed parking lot impervious areas are treated in infiltration basins #2 - #3. Stormwater pretreatment measures consist of grass channels and vegetated filter strips for infiltration basins #1 - #3. Water quality stormwater management is provided in infiltration basins #1 - #3. Water quality control is provided for the 1.8-inch of runoff and infiltration basins #1 - #3 provides 85% total suspended solids removal. The analysis followed the Simple method and other generally accepted engineering practices. The Simple method was used to calculate the required stormwater management volume. The developed site will add nearly 35,000 sf of impervious area and infiltration basins #1 - #3 will receive and treat approximately 48,417 sf of Page 1 impervious areas, thus the volume associated with the newly created impervious areas is being treated and accounted for. The required 1.0" required water quality management volume, which does not reduce the required volume by taking into account the pre -development existing site impervious area, is 3,513 cf and infiltration basins #1 - #3 provides 9,243 cf of ponding and infiltration storage. The drainage areas were delineated from field prepared topographic survey and supplemented by GIS. Existing impervious area calculations were based on existing field surveys. Post development impervious areas were based on the proposed site plan. A geotechnical engineer performed four infiltration tests and seasonal high water table reading of the existing soils within the limits of infiltration basins #1 - #3 and the infiltration rates were found to be approximately 2.93 to 4.12 inches per hour with the seasonal high water table to be at least 10-feet below existing ground elevations. To be more conservative, the infiltration basins were designed using a slightly lower infiltration rate of either 2.5 or 3.0 inches/hour than the measured infiltration rates. The infiltration rates were tested at the approximate bottom of infiltration basin #1 elevation of 295.75 and elevation 297.25 for infiltration basins #2 - #3. Infiltration basins #1 — #3 have a proposed ponding depth of 1.50-feet with an inlet structure to serve as the overflow to bypass the larger storm events. The overflow inlet structure's grate is set at the ponding depth elevation with adequate freeboard provided above the ponding depth elevation. Infiltration basins #1 - #3 will be planted with sod. The water quality volume requirements will be provided in the surface ponding volume and the infiltration through the bottom of infiltration basins #1 - #3 that occurs during the infiltration basin initial filling up with stormwater. The bottom of infiltration basins #1 - #3 is greater than 2.0' feet above the seasonal high water elevation with the draw down within a maximum of 72 hours (see attached calculations). The design storm events were based on the rainfall data from NRCS for Ft. Bragg, NC. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long -duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained or well drained soils that have moderately fine texture to moderately coarse texture. These soils have a moderate rate of water transmission. Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture or fine texture. These soils have a slow rate of water transmission. Group D. Soils having a very slow infiltration rate (high runoff potential) when thoroughly wet. These consist chiefly of clays that have a high shrink -swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly impervious material. These soils have a very slow rate of water transmission. If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is for drained areas and the second is for undrained areas.
