On October 10, 2011, I, Dave Parnell, of the Raleigh Regional Office, carried out a stormwater
compliance evaluation inspection (CEI) for the above permit. The availability of Mr. David Sobol, was
appreciated as it facilitated the inspection. A file review indicates that this was the first time Division of
Water Quality (DWQ) had inspected this facility. See the enclosed inspection checklist. A synopsis of
the inspection is discussed below:
The current stormwater permit was available during the inspection. It was suggested that Mr.
Sobol go on-line to the DWQ website to read the text of the permit. The permit will expire on
May 31, 2013 -
2. The Stormwater Pollution Prevention Plan (SPPP) was available during the inspection, however
there several deficiencies noted:
A. The SPPP was produced in 2007 and has not been reviewed and updated in recent years.
Please review the plan and update it on an annual basis. It is suggested that a
separate sheet, within the SPPP, be created in order to show the dates of the annual
update.
B. Please produce a list of significant spills. Indicate the specific years and rotate the
third year out, when adding the next year to the SPPP. .
C. Provide and document employee training annually.
D. Provide a list of the facility's responsible parties within the SPPP.
E. Provide a Stormwater Facility Inspection Program within the SPPP. This program is
to be used as a reference for Mr. Sobol and other employees now and in the 1`tfture.

I The Stortnwater Discharge Outfalls (SDO) were inspected during the inspection. There are two
SDO at your facility. During the inspection, the drainage areas of each SDO were evaluated
and discussed with Mr. Sobol. SDO#I does not have any stormwater flow associated with
production or transporting products, and therefore, does not require monitoring. SDO#2
encompasses all of the production and product transportation areas of the site and is required to
be monitored at the agreed upon site.
4. Qualitative monitoring results were reviewed during the CEI. Analytical monitoring; is not
required by this permit, except when there is vehicle maintenance being conducted (which your
facility does not). The monitoring period for the last six months of 2011 has not yet been done
and must be conducted before the end of the calendar year

permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum
of Agreement between North Carolina and the US Environmental Protection agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable
to you, you have the right to request an individual permit by submitting an individual permit application. Unless
such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division of
