Your assistance and cooperation was very helpful and appreciated. Inspection findings are listed below. lndustry and Site Description Armacell produces rubber insulation with various industrial uses such as pipe coverings and windmill blades. Stormwater runoff generated at such facilities is regulated by General Permit NCG050000. DWQ has therefore issued Armacell certificate of coverage, NCG050266, which became effective on 5-8-2009 and expires on 5-31-2013. Inspection Summarl! The facility keeps excellent records and was in compliance with all permit requirements with the exception of training which is scheduled for June 13, 2012. Mr, Lamarre was knowledgeable about the facility has spill kits, response plan, and preventative measures in place that will serve the facility well should an emergency situation arise. Two recommendations for consideration: 1. The location of the stormdrain between the production facility and the -raw material storage building is a vulnerable location to receive contaminants should there be an incidental release that manages to escape from secondary containment and/or inside the buildings, A spill clean-up kit was located nearby, as well as, a cover for the drain. Comment: Observed outfalls 001-005. All outfalls were well maintained with no signs of pollutant residue or sediment and erosion. Most of the facility's supplies and products are inside with secondary containment as required. Areas of greatest risk include: Silos loading and unloading station, AST's for chlorinated paraffin, Phosflex 3901Epoxy soy oil, and bulk oil storage(oil used for process temperature control. The oily wastes are processed through evaporators and solids are removed and disposed. The facility also contains a large Isobutane tank (gas phase). Kinder Morgan Material Services -Sanford Terminal Certificate of Coverage (COC)-NCG60266 Lee County Dear Mr. Bisceglia: On March 2, 2006, Jimmie Greer and I conducted a stormwater compliance evaluation inspection of the Kinder Morgan terminal in Sanford, NC. John Balock represented the facility during the inspection. His aid was greatly appreciated. The Kinder Morgan terminal in Sanford discharges stormwater into the Cape Fear River basin through six stormwater outfalls. At present the terminal is covered under NPDES general permit NCG060000 for food and kindred products. Since the terminal at this time only transports stone, it would be more appropriately covered under general permit NCG070000 for stone, clay, glass, and concrete products. A application for NCG070000 as well as a copy of the general permit is enclosed with this letter. Please send the completed application to Bethany Georgoulias at the address on the form. Since yearly fee paid for the current certificate of coverage will be applied to the new one, no application fee is required. However, please include a letter with the application a letter which briefly explains the situation and indicates when you last paid the yearly fee. Records were reviewed during the inspection. The stortwater management plan and the spill prevention and response plan were present and appeared complete. I remind you, however, that both plans should be reviewed annually. Documentation of this review is to be included with the plans. All four employees on site have received spill response training within the last twelve months according to the available documentation. The site map was found to be incomplete. Please have the map modified to include the diesel tank and the used motor oil barrel. The black pipe that directs stormwater from between the tracks to outfall 006 should also be added to the map. The site was reviewed during the inspection. Sediment was observed in several stormwater outfalls, most likely due to the erosion observed in areas at site. I suggest that the facility works with the landowner to control this erosion.
