In accordance with your application for a discharge permit received on November 5, 2015, we are
forwarding herewith the subject certificate of coverage to discharge under the subject state — NPDES
general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection
Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the Division of
Energy, Mineral, and Land Resources. The Division may require modification or revocation and
reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Energy, Mining, and Land Resources, or permits required by the Division of Water

Vishay Precision Group (VPG) Micro -Measurements has been in operation since the early
1990's and since its beginning, has always implemented a Best Management Practice to
safeguard an environmental conscious operation of the facility. VPG Micro -Measurements is
working to take measures to ensure that all permits required for the operation of the facility are
current and in compliance for the company. Current management staff was unaware that a
Certificate of Coverage to discharge stormwater from the facility has never been
established/obtained. Once this information was brought to light, VPG Micro -Measurements
moved forward in bringing Pb Environmental, PLLC to assist in obtaining Certificate of
Coverage by submitting this Notice of Intent (N.O.I) package for stormwater discharge.
Pb Environmental, PLLC is submitting this N.O.I package to the Stormwater Permit Unit
Program on behalf of VPG Micro -Measurements. From the application checklist, this package
includes the following:
1. The completed application NCG030000 N.O.I.
2. A Check for $100 made payable to NCDENR.
3. A copy of a USGS quad sheet map showing the location of the facility.
4. A site map showing: Existing outline of drainage areas, Stormwater management
structures corresponding to the drainage areas, Runoff conveyance features, Areas
where materials are stored, Impervious Areas, Site property lines.
5. Supporting documents: Buffalo Creek Classification, Neuse River Classification, FEMA
