In response to your renewal application for continued coverage under stormwater General Permit NCG030000
the Division of Water Quality (DWQ) is forwarding herewith the reissued General Permit. This permit is
reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October
15, 2007 (or as subsequently amended).
The following information is included with your permit package:
• A new Certificate of Coverage (COC)
• A copy of General Permit NCG030000
• A copy of the Technical Bulletin for the General Permit
• Two copies of the Discharge Monitoring Report (DMR) Form
• Two copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge
controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself
with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the
permit to update your current SPPP to reflect all new permit requirements.
The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable
storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable,
report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your
permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this
permit and do not count prior exceedances.
The more significant changes in the General Permit since your last COC was issued are noted either in the
Draft Permit Fact Sheet that accompanied the public notice (http://portal.ncdenr,org/web/wct/ws/su/current-
notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are
posted on the Stormwater Permitting Unit's website with the new General Permit. Please visit
http://portal.ncdenr.org/web/wq/ws/su/npdessw (click on `General Permits' tab) to review that information
for your specific General Permit carefully.

Some of the changes include:
Part II:
• Section A: The Stormwater Pollution Prevention Plan (SPPP) section, if applicable, has been updated
to the most current language of our permits. Additional conditions for specific industry sectors have
been added to the SPPP requirements in some cases.
• Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring
that the permittee begin a monthly sampling scheme.
• Sections B, C: A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these
more sensitive waters.
• Sections B, C: The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter
Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other
analytical monitoring requirements.
• Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in
separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined
in the "Definitions" section of the permit.
• Sections B, C: The term "Representative Storm Event" has been replaced by "Measurable Storm
Event." A measurable storm event is defined in the permit.
• Section D: If the permittee fails to respond effectively to problems identified by qualitative
monitoring, DWQ may require the permittee to perform corrective action.
Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit,
including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and
Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms
of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on
the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than
30 days from the date the facility receives the sampling results from the laboratory. Also note that existing
permittees do not need to submit a renewal request prior to expiration unless directed by the Division.
Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit
does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it
relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law,
rule, standard, ordinance, order, judgment, or decree. If you have any questions regarding this permit

We all know that the quality of our drinking water is very important to our health. We hear from the news
media and health officials that contaminants are present in our water supplies and that if the levels
increase, our health may be affected. What you may not know is that there are steps that each one of us
can take to help ensure that our water quality does not degrade over the coming years,
Storm water runoff flows off of our facility and into streams where it eventually soaks into our ground
water supply. What we spill today, we may drink tomorrow. Follow the steps below and prevent this from
happening:
Discuss the following Prevention Methods that apply to your work area: c
Proper container and material management and handling practices f
+ Store containers indoors or keep them clean if stored outdoors
Good housekeeping practices for your area
• Note - Do not pour anything onto the ground, parking areas, dry wells, or anywhere that rain may
fall. This includes mop water, chemicals, dust, metal shavings, etc. If you do not know what to do
with mop water or other material, ask your supervisor.
Discuss all available Clean-up Methods available at this facility
Know the location a of all spill response equipment (absorbents, shovels, empty drums. etc.)
Discuss the methods to be used to respond to spills of the specific chemicals used at the facility.
Dote - If you see any potential pollutant on the ground (oil stain, -etc), report it to your supervisor
and see that it gets cleaned up immediately. Find the source and prevent its recurrence.
Keeping the environment clean will help future generations. Do your part and make sure that our
businesses do everything possible to keep the environment clean.

On December 29, 2010 this office received Lab Analysis taken on December 17, 2010 indicating Total Settleable
Solids (TSS) within benchmark set in the permit. If future samples indicate over benchmarks, please conduct Tier
1 or Tier 2 investigations accordingly. Also included was a document indicating the entire staff will be trained to
properly respond to spills. Please include this documentation within your Stormwater Pollution Prevention Plan.
(SP3) manual.

Dear Mr. Guerra:
On December 14, 2010, Thomas Ascenzo and Vicki Webb of the Raleigh Regional Office (RRO) conducted a
compliance inspection of Air Systems Components/Trion Inc. (CEI). The assistance of Jack Fallen, was
appreciated as it facilitated the inspection process.
The following observations were made:
1. Our Review of your Stormwater Pollution Prevention Plan (SP3) revealed the following:
• The plan contained the required general location map that included outfall locations and drainage
areas.
• Employee training documented were updated annually. it was indicated that only a select amount
of employee were trained with spill response. We highly recommend that all employees receive
spill response training.
• List of responsible parties for Emergency spill response notification.
• No spills were noted for the 3 year period, suggestion to add documentation to indicate any spill
activity, if none, state that once annually and add it to the manual.
2. Outfall #1 was observed to be free of any pollutants and was flowing clear,
3. Suggestion to color code sample point (storm drain) in roadway to indicate outfall location and to assist in
spill response.
4. Review of analytical data revealed Total Settleable Solids (TSS) over benchmark for Outfall #1 on Sept
2010 sampling. Please conduct Tier 1 or Tier 2 investigation to determine the cause of the reading to be
out of range. These investigations must be documented and added to the SP3 (Stormwater manual)
5. Suggestion to create a notebook for your SP3 manual to keep documents all together and for easy
reference.
6. Attached to the report is the Stormwater Discharge Outfall (SDO) Qualitative Monitoring Report form.
Complete this report and add it to your SP3 manual.

general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215
and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency
dated October 15, 2007 (or as subsequently amended).
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual pen -nit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Water Quality. The Division of Water Quality may require modification or revocation and reissuanee of the

Solvent Management Plan
The Solvent Management Plan is intended to insure that toxic organic compounds are managed properly
and have no negative impact on storm water runoff. This plan has been prepared to meet the
requirements set forth in the State of North Carolina's General Multi Sector Permit for Storm Water
Discharges Associated with Industrial Activities, Permit No. NCG030000.
The definition of a solvent is a liquid, solid, or gas that dissolves another solid, liguid, or gas, resulting in
a solution that is soluble in a certain volume of solvent at a specified temperature.
Solvent Storage
Solvents are stored in the chemical storage area. The chemical storage area is located in the left most
corner of the rear of the facility. A large berm is used as secondary containment in the chemical storage
area, as well as individual secondary containment devices as needed.
Solvent Usage
The toxic organic compounds are used in several processes in the plant
• paint process
• cleaning of paint equipment
• paint testing
Solvent Disposal
The toxic organics are disposed of by a certified environmental service contractor
Quantities Disposed
• Certified Environmental Service hauls off a 55 gallon drum of paintlxylene mixture approximately
every 4-6 months
Management Procedures
Management procedures are in place to insure that solvents are being handled and stored properly as to
not to harmfully impact storm water runoff. Employee training, analytical testing, and inspections are
conducted throughout each year to assure that there are no releases of toxic organic compounds.
For those facilities electing to employ the TTO sampling waiver, the discharger shall include the
following signed certification statement on each discharge monitoring report:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the
permit monitoring requirement for total toxic organics (TTO), I certify that to the best of my knowledge
and belief, no leak, spill, or dumping of concentrated toxic organics into the stormwater or onto areas
which are exposed to rainfall or stormwater runoff has occurred since filing the last discharge monitoring
report. I further certify that this facility is implementing all the provisions of the Solvent Management Plan
included in the Stormwater Pollution Prevention Plan."

We all know that the quality of our drinking water is very important to our health. We hear from the news
media and health officials that contaminants are present in our water supplies and that if the levels
increase, our health may be affected. What you may not know is that there are steps that each one of us
can take to help ensure that our water quality does not degrade over the coming years.
Storm water runoff flows off of our facility and into streams where it eventually soaks into our ground
water supply. What we spill today, we may drink tomorrow. Follow the steps below and prevent this from
happening:
Discuss the following Prevention Methods that apply to your work area:
• Proper container and material management and handling practices
• Store containers indoors or keep them clean if stored outdoors
• Good housekeeping practices for your area
• Note - Do not pour anything onto the ground, parking areas, dry wells, or anywhere that rain may
fall. This includes mop water, chemicals, dust, metal shavings, etc. If you do not know what to-do
with mop water or other material, ask your supervisor.
Discuss all available Clean-up Methods available at this facility
Know the location a of all spill response equipment (absorbents, shovels, empty drums, etc.)
• Discuss the methods to be used to respond to spills of the specific chemicals used at the facility.
Note - If you see any potential pollutant on the ground (oil stain, etc), report it to your supervisor
and see that it gets cleaned up immediately. Find the source and prevent its recurrence.
Keeping the environment clean will help future generations. Do your part and make sure that our
businesses do everything possible to keep the environment clean.
SWPPP Team Members: For storm water pollution prevention team members, review all sections and
forms of the SWPPP. Explain to each member their duties under the plan.

permit. I recognize that you may not visit each new permittee during this NOI review, but it affords you the opportunity
to log the permit into your regional database and add the facility to a future monitoring and compliance visit schedule.
Therefore, your recommendation now to issue the permit serves as your acknowledgement that (1) the facility is located
in your region, (2) that there are no current complaints outstanding about the facility that have not been dealt with, and
