concerned this one time if you go a few days into the next monitoring period.
Where is your sampling point? You could look at adjusting that point location to facilitate getting samples in a safe and

Robert,
I have spoken with you a couple of times about storm water General Permit NCG030000 permit renewal with the new
"roll-over" process and you have been very helpful.
Unfortunately I am contacting you about a sampling issue I have run into.
I have tried to collect storm water samples on numerous occasions and have run into issues due to torrential, hard
driving rain creating samples with high amounts of debris and mud.
Of course these samples were unusable.
Then, throughout June, the rain events presented many issues:
• Overnight rain,
• Frequency that did not fit within the 72 hour waiting period before sampling after a rain event you could not
sample for whatever reason,
+ Rain was too hard to get a good sample,
• Thunder and lightning making it un safe to be out there with and aluminum sampling pole,
• And finally, the last week or so being so dry.
So now I am writing you on the last day of the first half of the year, wondering what I am supposed to do if it does not
rain by midnight tonight.
Is there a form or a type of letter I need to send to someone to receive grace and be allow another couple of
days? Surely it will rain in the next three days at least .... this is Eastern North Carolina in Summer after all.
Please let me know what I need to do to avoid an issue with my permit (NCG030557).

In response to your renewal application for continued coverage under stormwater General Permit NCG030000
the Division of Water Quality (DWQ) is forwarding herewith the reissued General Permit. This permit is
reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October
15, 2007 (or as subsequently amended).
The following information is included with your permit package:
• A new Certificate of Coverage (COC)
• A copy of General Permit NCG030000
• A copy of the Technical Bulletin for the General Permit
• Two copies of the Discharge Monitoring Report (DMR) Form
• Two copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge
controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself
with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the
permit to update your current SPPP to reflect all new permit requirements.
The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable
storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable,
report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your
permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this
permit and do not count prior exceedances.
The more significant changes in the General Permit since your last COC was issued are noted either in the
Draft Permit Fact Sheet that accompanied the public notice (http://portal.ncdenr.orp/web/wq/ws/su/current-
notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are
posted on the Stormwater Permitting Unit's website with the new General Permit. Please visit
http://Portal.ncdenr.org/web/wq/ws/su/npdessw (click on `General Permits' tab) to review that information
for your specific General Permit carefully.

Some of the changes include:
• Part ll:
• Section A: The Stormwater Pollution Prevention Plan (SPPP) section, if applicable, has been updated
to the most current language of our permits. Additional conditions for specific industry sectors have
been added to the SPPP requirements in some cases.
• Sections 8, C: Failure to perform analytical stormwater monitoring may result in the Division requiring
that the permittee begin a monthly sampling scheme.
• Sections B, C. A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these
more sensitive waters.
• Sections B, C: The monitoring parameter Oil & Grease (0&G) has been replaced by the parameter
Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other
analytical monitoring requirements.
• Sections 8, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in
separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined
in the "Definitions" section of the permit.
• Sections B, C: The term "Representative Storm Event" has been replaced by "Measurable Storm
Event." A measurable storm event is defined in the permit.
• Section D: If the permittee fails to respond effectively to problems identified by qualitative
monitoring, DWQ may require the permittee to perform corrective action.
Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit,
including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and
Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms
of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on
the Stormwater Permitting Unit's website above. DIVIR forms must be delivered to the Division no later than
30 days from the date the facility receives the sampling results from the laboratory. Also note that existing
permittees do not need to submit a renewal request prior to expiration unless directed by the Division.
Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit
does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it
relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law,
rule, standard, ordinance, order, judgment, or decree. If you have any questions regarding this permit

On June 29, 2010, I, Mitch Hayes, of the Raleigh Regional Office conducted a compliance
evaluation inspection of the subject facility. I greatly appreciate your time and assistance with this
inspection. Below is a list of recommendations and findings developed from the inspection:
1. The subject permit was reissued and became effective January 10, 2008 and will expire
October 31, 2012. Request for permit renewal and paid associated fees must be made 180
days prior to expiration to receive automatic authorization to discharge beyond the expiration
date.
2. The Wilson plant manufactures and conducts tests on fire protection products for civilian and
military aircraft.
3. Stormwater runoff is conveyed to two Stormwater Discharge Outfalls (SDO's) via three
drainage ditches that discharge to one collector ditch, ditch #4. All three ditches have large
rip/rap check dams to slow the velocity of stormwater as it flows towards ditch #4. Ditch # 4
flows into an unnamed tributary Hominy Swamp.
• Drainage ditch #3 is the longest ditch measuring approximately 1,000 feet in length,
which receives stormwater from various sources: rooftop drainage, the test facility,
the cartridge facility, the area surrounding the explosives bunker, and from parking
lot runoff from the adjoining property. All flow is discharged into ditch #4 at SDO # 2.
Water at the SDO #2 appeared clear with no indication of sediment runoff.
• Drainage ditch # 2 receives flow from rooftop and parking lot drainage. The area
near the entrance to the main building is shallow and has no rip /rap check dams.
This part of the ditch may need to be deepened in the future to allow faster drainage.
Flow from ditch # 2 discharges into ditch 4 at SDO # 1. Water at SDO #2 appeared
clear with no indication of sediment runoff.
• Drainage ditch # 1 receives stormwater flow from the parking lot area and the
neighboring property parking lot area. Flow from ditch 1 flows into ditch 4.

`3it outfall was discovered in September 2009 that was found to drain a small wooded
area. The drainage area that discharged into the third outfall was rerouted to ditch # 3. The
drainage area was landscaped and the outfall was closed.
5. The current stormwater permit was available for review. All elements of the Stormwater
Pollution Prevention Plan (SPPP) are being implemented. The SWPPP was recertified
August 3, 2009. Semi-annual inspection was completed June 20, 2010. Employee training on
proper spill response, cleanup procedures and preventative maintenance are conducted
quarterly. You are required to update your SPPP and document this training for each quarter.
6. Analytical and qualitative monitoring was last completed May 4, 2010. All results were below
benchmark values. Results for TSS exceeded cutoff benchmark values at SDO #2 and SDO
#1 last year. You stated that your facility implemented Tier Two stormwater monitoring and
BMP's. Rip/Rap check dams were installed in ditch 2 and 3 to catch and slow the velocity of
sediment being transported. TSS values have since been below benchmark values. Microbac
Labs performs all analyses except pH for the facility. All Chain of Custody Sheets are
maintained.
7. Guidance for rating stormwater discharge clarity has been developed to help with filling out
qualitative monitoring forms. The guidance document can be found at the web page

8. Your facility is certified for Total Toxic Organics (TTO). The requirement for TTO may be
waived if you elect to implement a Solvent Management Plan. The facility must meet the
requirement as listed in footnote 5 on page 4 in Part 11, Section B in Table 1 of your permit.
Please inform this office if you decide to implement the Solvent Management Plan and
update the SWPPP to include the change.

Inspection Summary:
A copy of the Stormwater permit was available for inspection. All elements of the stormwater pollution prevention plan
were being implemented.
A third outfall that was discovered last year has been rerouted to Stormwater Discharge Outfall 2. The third outfall is
closed.
Stormwater runoff is conveyed to two Stormwater Discharge Outfalls (SDO's) via three drainage ditches that discharge to
one collector ditch, ditch #4. All three drainage ditches have large rip/rap check dams to slow the velocity of stormwater as
it flows towards ditch #4. Ditch # 4 flows into an unnamed tributary Hominy Swamp. Water at both SDO's appeared clear
with no sediment.
Qualitative and analytical monitoring are being completed semi-annual. Micorbac Laboratories does all analses except
pH. The facility implemented a Tier 4, Tier 2 program in response to exceeded benchmark values for Total Suspended
Solids one to two years ago.Gravel check dams were added to the drainage ditches to catch debris and sediment runoff.
Other BMP's were implemented that further reduced TSS values.
The facility is certified for Total Toxic Organics monitoring requirement. There have been no significant spills within the
past 5 years.

On September 1, 2009, Kidde Aerospace & Defense (Kidde) notified the North Carolina Wetlands
and Stormwater Branch Stormwater Permitting Unit that it would communicate the final
disposition of a newly discovered 3rd stormwater outfall within 30 days of original notification. After
further review and consideration, Kidde has elected to close this 3rd outfall, utilizing recognized
engineering stormwater best practices, redirecting its flow to a permitted outfall. This area has
been historically wooded, and the outfall was discovered only after some trees were recently
cleared during Stormwater Best Management Practice (BMP) maintenance. It was estimated that
this outfall only drains a small wooded area that likely receives no industrial stormwater activity.
Until -this change is made Kidde will manage this outfall in accordance with its permit
requirements; inspecting and sampling this outfall as required.

Dear Mr. Bennett,
Kidde Aerospace and Defense (KAD) is providing notice pursuant to Sections E(5) and E(10) of
Part III of the General Permit, NCG030000, in that it has identified a previously undocumented
and unknown third outfall at a location near the northern perimeter of its Wilson, North Carolina
facility in between the two permitted outfalls. KAD is permitted to discharge stormwater to Hominy
Creek via two outfalls under certificate of coverage NCG030557 under the General Permit
NCG030000.
During a recent routine facility inspection of the KAD facility and surrounding grounds (Site), a
previously undocumented and unknown third outfall was discovered at a location near the
northern perimeter of the Site in between the two known, permitted outfalls. This area has been
historically wooded, and the outfall was discovered only after some trees were recently cleared
during Stormwater Best Management Practice (BMP) maintenance. After further investigation, it
was estimated that this outfall only drains a small wooded area that likely receives no industrial
stormwater activity.
KAD is evaluating the following alternatives to address this issue: 1) closure of the newly
discovered 3rd stormwater outfall; or 2) incorporate 3`d stormwater outfall into current Stormwater
Pollution Plan and manage pursuant to permitted requirements. KAD will notify the Wetlands and
Stormwater Branch Stormwater Permitting Unit within the next 30 days of the final disposition and
implementation of the P stormwater outfall corrective measure. Until a final decision is made by
KAD on its corrective measure, KAD will manage this outfall in accordance with its permit
requirements; sampling this outfall during qualifying rain events.

Dear Sergio,
After a bit more checking of my facts, I can confirm that your sampling would begin
with the date that a Certificate of Coverage is issued to you. The NOI you submitted
(received on 12/18/06) is for a brand new permit, not the renewal of one already in
existence. Since you do not yet hold a permit, you are not obligated to sample
between now and the receipt of your Cert'of Coverage. The draft NCC03 permit is
still under review following the public comment period, so it will be a few more
weeks before a new version is finalized and renewals (and first time permits) begin
to be mailed out.
For your information, though, let's say you have had a permit for a five year period
and apply for renewal. If the state has not issued you the new permit by the time
the old one expires, you are to continue your stormwater program just as if the old
permit were still in effect. You would still sample, give employee training, and any
other activities required under the old expired permit.

Kidde Aerospace & Defense ("Kidde") would like to amend its Stormwater Pollution Prevention Plan for
its facility located at 4200 Airport Drive NW, Wilson, NC ("Facility"), initially submitted in September
2006 ("SWPPP"), to include information on historical contamination at the Facility (including
groundwater, soil and sediment contamination), that is currently being addressed and managed pursuant to
the state's Inactive Hazardous Sites Program. These modifications are based on the environmental
investigations that have been done to date at the Facility, which indicate that the impacted groundwater has
the potential to affect storm water quality at the Facility. We have attached the modified SWPPP
provisions to reflect this potential and provided a reference to the applicable sampling data provided by our
environmental consultant. Please place these updates in the originally submitted plan.
Kidde is working -with the state's Division of Waste Management in transitioning from the state's Aquifer
Protection Program to the state's Inactive Hazardous Sites Program to address the historical contamination
at the Facility. As part of the remediation activity, Kidde has performed maintenance work on its storm
water conveyance system, including certain piping under the Facility and in Ditch No.2. This maintenance
activity will ensure both the continued integrity of the system for storm water conveyance only and will
help minimize infiltration of the impacted groundwater. We will continue to investigate the historical
solvent contamination and improve the storm water conveyance system.
I am aware that you spoke with Phil Coop of Ensafe, Inc,, whom is consulting for Kidde, regarding current
investigation and ongoing activities around SWPPP. I would also like to confine that Kidde will keep the
Stormwater and General Permits Unit, Division of Water Quality aware of findings and information as it

I was contacted by this permittee's consultant, Phil Coop about this facility in
Wilson, NC (Wilson County). This company has detected chlorinated compounds onsite,
and is working with the Division of Waste Management's Inactive Site Program to
determine an appropriate path towards remediation. This program has several
requirements including remediation within 24 months which is overseen by a Registered
Environmental Consultant (Mr. Coop). The NCG 03 permit (Metal Fabrication) does not
require sampling for chlorinated compounds. t\w k
The company has submitted an-alication-for—r-enewa•1 for their general permit which
expires 8/31/07. The Central Office plans o rev this permit application this
summer. Mr. Coop has prepared a revised SPPP plan and has offered us a chance to
review it. My initial inclination is that this site may require an Individual Permit
if the source of the chlorinated compounds is determined to be stormwater-related or
if chlorinated compounds would be otherwise present in stormwater. Currently, the
source is being investigated. I have discussed this with Bradley Bennett, the
Stormwater Permit Unit Supervisor, and he has suggested that we wait until we process]
J the_p mit renewal to address this issue.

This Solvent Management Plan/Toxic Organic Management Plan/Slug Control Plan has been
prepared to comply with the provisions of 40 CFR 433 (Attachment A) and the City of Wilson
Industrial User Discharge Permit that apply to the operations of Kidde Aerospace at its facility in
Wilson, North Carolina. The plan addresses all organic solvents in general, but with particular
emphasis on the compounds regulated under the electroplating and metal finishing total toxic
organic (TTO) pretreatment standard. In addition, this plan addresses the facility's
management of toxic organic compounds as required under the North Carolina Multi -Sector
General Permit for storm water discharges. The purpose of this plan is to manage the organic
solvents used at the Kidde Aerospace facility in a way that prevents their discharge into the
wastewaters and storm water.
This plan is a revision of the Toxic Organic Management Plan (TOMP) previously prepared for
Kidde Aerospace and implemented in 1999.
I. Process Description
Kidde Aerospace manufactures fire detection and suppression equipment for the aerospace
market. The fabrication and assembly processes include metal machining, metal stamping,
degreasing, chromating, pickling, brazing, welding, x-ray, solder, painting, and charging
extinguishers with various gasses.
The primary sources of process wastewater are the metal finishing area where the metals are
degreased and treated, the continuous fire detection (CFD) shop, the X-ray room, and the dye
penetrant area. Process wastewater is discharged into a pit in the plating room and pretreated
by ion exchange before being pumped to the sanitary sewer. In addition to the process
wastewaters, some non -contact cooling waters are discharged into the pit.
Process wastewater that does not enter the wastewater pit includes the digital X-ray machine
cooling water, discharges from two washers, and sink discharges in the core process area. In
the CFD area, the discharge from a parts washer currently is drummed and disposed offsite.
Areas identified as high solvent use areas are:
■ The paint booth area in the main production building
• The metal finishing room, which has a vapor degreaser
• The service center paint booth

II. Identification of Toxic Organic Chemicals and Solvents in the Facility
Facility records were reviewed in November 2005 to update the identified total toxic organic
(TTO) chemicals and other solvents present in the Kidde Aerospace facility. Appendix B
describes the specific records reviewed during the inventory and lists specific materials which
contain TTO chemicals.
The survey indicated that the following chemicals on the 71-0 list are present in the facility,
usually as one component of a mixture (often a small component):

These chemicals are primarily present in paints and thinners, cleaners, and components of
resins. The trichloroethylene is the vapor degreaser. The vinyl chloride is listed as only a very
small component (<1%) of one mixture. A list of the products that contain these chemicals and
the chemical weight percent are in Appendix B.
Other products are used in the plant that contain solvents not on the TTO chemical list. The

Review of the hazardous waste profiles indicated that disposal of old light ballasts containing
polychlorinated biphenyls (PCBs) has occurred during the past few years. PCBs are listed as a
TTO. However, the PCB -containing light ballasts have been phased out at this facility and are
no longer present.
Review of previous analyses of wastewater (in 1998 and 1999) and a recent analysis of a
discharge from a storm water outfall (in 2005) indicated the presence of the following low levels
of organic compounds:

The amounts detected in the samples were very small (less than 0.1 part per million in all
cases), and at least some of the compounds may be present in intake water to the plant. An
investigation of the sources of the organic compounds, which included the review of internal
drainage system, was conducted in March 2006. Steps are being taken to minimize or eliminate
possible discharge of these chemicals to the site effluent.
III. Management of Toxic Organics and Solvents
Kidde Aerospace believes that all of its toxic organic pollutant discharges can be controlled by a
toxic organic management plan in lieu of routine toxic organic monitoring. Kidde Aerospace is
committed to controlling the potential for TTOs to enter storm water and wastewater. Control
options considered for current or future implementation are described in this section.

A. Control Options
I. Solvent Substitution
Kidde Aerospace manufactures products in accordance with government specifications, and
must use solvents in its processes. Solvent substitution opportunities are limited by the need to
meet government and production specifications. However, as much as possible, non-TTO
containing solvents will be used.
One solvent substitution option under consideration is elimination of trichioroethylene as a
vapor degreaser. Substitution of the degreaser with an aqueous degreaser may be
implemented if the aqueous degreaser performs satisfactorily. Otherwise, Kidde will pursue an
alternate non-TTO solvent, if possible.
With respect to other solvents, particularly those in paints, government requirements limit the
use of non -solvent containing materials. However, before any new chemical substance is
brought into the plant, the MSDS for the substance will be reviewed by the EH&S department.
If the material contains any of the chemicals listed under paragraph 433.11 of the attached 40
CFR 433, an appropriate substitute will be sought that does not contain the TTO chemicals. If
no workable substitute is found and the material is necessary for production, it will be included
in the Attachment B listing.
2. Process Modifications
Kidde Aerospace will modify its processes that use solvents where possible to eliminate or
decrease solvent usage. No process modifications were identified during the preparation of this
plan that specifically address solvent usage. However, modification to the metal finishing
process wastewater treatment was implemented in November 2005. These changes included
the additions of an ion exchange system and later, the settling of solids from the tumbling rinse
water. One past process modification that decreased the opportunity for solvent discharge to
the wastewater system was the elimination of a water curtain at the paint booth.
3. Segregated Drain System
Storm water and wastewater at this facility are collected in separate drainage systems. The
storm water outfalls have been examined for non -storm water discharges as part of Storm
Water Pollution Prevention Plan.
Process wastewater and sanitary wastewater discharge to the city of Wilson sanitary sewer. A
portion of the domestic wastewater is routed directly to the sewer without combining with
process wastewater prior to the sampling manhole. Most process wastewater is routed to a pit

in the plating room, and then discharged to the sanitary sewer where it combines with domestic
wastewater from the cartridge facility and from the main manufacturing area.
Kidde plans to further delineate and document the drainage system at this facility to assure that
the drain systems for storm water and wastewater are segregated. The delineation will also
assist in identifying the drains from solvent -containing areas, which will make it easier to close
the drains and pipes in the event of a solvent release.
4. Sealed Floor Drains
Floor drains in the manufacturing area of the facility are reported to have been sealed, with the
exceptions of the wastewater pit in the metal finishing room and one drain to the sanitary
sewer that collects cooling water from a digital X-ray unit. The other floor drains have been
plugged or raised above floor level to prevent a spill from entering the wastewater.
S. Modifications to the Wastewater Pit
The piping and drain in the metal finishing room wastewater pit will be modified in 2006 to
better control the process water discharges and to allow pretreatment of plating bath rinse
waters. Modifications may include installation of a sump for control and segregation of process
wastewaters and changes in the drainage piping to allow greater control of the discharge.
B. Solvent Storage Procedures
All solvents and paints containing toxic organic compounds are stored in areas that prevent
spillage from entering the wastewater and outside environment. The paints and thinners are
stored in flammable storage cabinets in areas that do not have nearby floor drains. New
solvent degreaser and other metal finishing room chemicals are in a chemical storage room with
curbing and a grated containment across the doorway for collecting any released material. The
hazardous waste storage room is sloped toward a drain that leads to a closed sump, for
containment of released materials.
C. Spent Solvent Disposal Practices
All of the toxic organics that Kidde Aerospace has are disposed as hazardous waste and are not
discharged into the wastewater. The solvents are collected in satellite accumulation areas in
55-gallon drums which are marked "hazardous waste." When full, the drums are moved into
the hazardous waste storage area and are disposed within 90 days.

D. Training
Because Kidde Aerospace disposes of toxic organics as hazardous waste, management of the
toxic organics is through the hazardous waste process. Employees that handle solvents are
trained to dispose of them as hazardous waste. These employees are provided training as part
of their job on proper handling of the solvents in their work area. Those employees with
further responsibility in transporting the wastes are provided with additional training on RCRA
procedures, on an annual basis.
E. Inspections
The satellite storage areas near the paint booths, the hazardous materials storage areas, and
the metal finishing room are inspected continually since they are under the control of operators.
The hazardous waste storage area is inspected twice per week and these inspections are
documented.
M Certification
TTO Certification Statement
Based on my inquiry of the person or persons directly responsible for managing compliance with
the pretreatment standard for Total Toxic Organics, I certify that, to the best of my knowledge
and belief, no dumping of concentrated toxic organics into the wastewater has occurred since
filing the last discharge monitoring report (Self -Monitoring Report). I further certify that this
facility is implementing the Toxic Organic Management Plan submitted to the control authority
on July 21, 2006.

November 2005 Survey for TTOs and Solvents
In November 2005, assessment of the presence of materials which contain chemicals listed
under paragraph 433.11 of 40 CFR 433 (TTO chemicals) and other solvents was made at the
Kidde Aerospace facility in Wilson, North Carolina. The Material Safety Data Sheet (MSDS) for
each chemical purchased since 2000 is kept on file in the purchasing department. Review of
the MSDSs was conducted to identify TTO substances and TTOs and solvents in mixtures. In
addition, available reports of chemical analysis on wastewater and storm water and the active
hazardous waste profiles for 2005 were reviewed for indications of the presence of these
chemicals.

2. Chemical Analysis of Wastewater and Storm Water Samples
Laboratory reports of chemical analysis on wastewater samples collected in 1998 and 1999 are
attached. Wastewater has not been analyzed for organic chemicals since 1999. One storm
water sample was collected in 2005 from a pipe in drainage basin 2. Portions of the laboratory
reports for these samples are attached.
3. Hazardous Waste Profiles
Review of the hazardous waste profiles for waste streams current in November 2005 and for
recently inactive waste streams indicated that the facility has disposed of the following TTO-
and solvent -containing wastes:
Mineral spirits with metal chip debris from the machine shop
Flux -off rosin with dichlorofluoroethanes and methanol
Oil -based paint with solvent which contains ethyl benzene, methyl ethyl ketone, toluene, xylene
Pre -Solve degreaser with d-limonene and naphtha
Solvent -oil mixtures from cleanout of drip pans which contain Castrol Kleen 3301 and oil
DaraClean 200 from the wash station CDF line which has diethanolamine (1— 2%)
Waste paint thinner with isopropanol, methyl isobutyl ketone, and toluene
Waste paint solids from the paint spray booth which has methyl isobutyl ketone, toluene, xylene

the Division of Water informed us that they have no retard of our NOI submittal.
We believe that all the attached photocopied documents were sent to the Division of Water Quality on
November 4, 2005.Our Accounting Department verified that the check was never deposited by NCDENR.
Since learning of this, we have cancelled the original check and completed an updated NOI to be hand
delivered by our Environmental, Health & Safety Manager.
For your information, the facility primarily designs, manufactures, and services fire detection and
suppression systems for commercial and military aircraft and also manufactures fire suppression systems
for military vehicles.

If you have a moment, I'd like an early opinion on a stormwater permit application
from Kidde Aerospace in Wilson. Kidde makes fire suppression systems for aircraft.
They're located on the drive up to the airport, northwest of Wilson. Their SIC 3728
qualifies them for our general permit NCG03. Normally, I'd ask for your input on
issuing the Certificate of Coverage under the general permit after I have reviewed
the application and found it otherwise ok. In this case, the NOI indicates that the
site is a TSD and an LQG and I notice that there are over 30 hazardous waste
materials identified on site in the NOI. At this early stage prior to a complete
review, I'm considering whether to deny a General Permit;, and instead to advise the
applicant to apply for an individual permit. We do this rarely, and I'm trying to
determine if just the presence of what appears to be numerous hazardous waste streams
is sufficient reason to invest the extra time and expense in developing an individual
permit. The site apparently does not have a current stormwater permit. We will
probably contact Kidde to hear what they say about haz waste handling on their site.
The receiving water is a UT to Hominy Swamp, C NSW in the Neuse River basin.
Do you know this site? Does the region know of a reason to be especially concerned
about this site? Do you have an opinion on GP vs. individual permit for Kidde?
