5 Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture
electronic crystals, or manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA
Effluent Guidelines for the facility subject to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433,11; for semiconductor
manufacture use the definition as found in 40 CFR 469.12; for electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray

t?Facilities Oncorporate a solvent management plan into the Stormwater Peon Prevention Plan may so certify, and the requirement for TTO Otoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."

I am writing to submit our Semi -Annual Stormwater Discharge Monitoring Report for our General Permit No.
NCG030000, Cert of Coverage No. NCG030504.
We are technically in Tier III since our Copper and Zinc results are above benchmark. I have submitted to you
communications requesting a waiver from the monthly monitoring to allow us to operate under Tier I measures
(2x/yr.). Communications to Mr. John Holley (12/2/14; cc you), also to you on 12/15/15.
We have taken Best Management Steps that include sweeping the parking lots regularly, removing trash & debris,
installing Stormwater tags to not litter, & installing drain basin inserts to remove metals. We are also testing the water
outfall that comes into our property (FL-ALT) in addition to testing two (FL-001, FL-002) that leave our property. We
have discovered, the water entering our property from South Saunders Street is above benchmark before we even get
it.
Adversely, in many cases, the water leaving our property has less metals as evidenced in my attached spread sheet.
Please allow us to continue to operate under Tier I level measures. We will continue our BMP and incoming Stormwater
monitoring. I don't think monthly testing is value-added since it is above benchmark when we get it already.
If this is not allowable, please communicate with me to let me know as I still have not heard from NCDENR.

In accordance with our Stormwater General Permit No. NCG030000, this letter is to inform you
that after four measurements, we have exceeded our Tier 2 Requirements and are in Tier 3 of
our permit.
We have performed upstream (Alternate; FL-ALT) and downstream monitoring (SDO-001 &
SDO-002) to characterize the impact on our receiving waters. SDO-001 was chosen as it
minimizes the number of outfall points at our facility and an early first flush sample would not
typically include the off -site flow. Data collected in our third party (Jim Frei of Stormwater
Services Group) sampling events support we are receiving stormwater from South Saunders
Street (FL-ALT) that exceeds the benchmarks set forth by NCDENRIDEMLR.
We have also taken Best Management Steps that include sweeping the parking lot, removing
trash & debris, installing basin inserts in our storage, receiving & shipping areas to filter metals.
We have also installed drain tags that say "No Dumping -- Drains to River". With all of these
BMPs in place, we are seeing Copper and Zinc measurements lower in our discharges than in
the off -site runoff flowing into our outfalls. Copper BMV is extremely low and may never be
achievable in an urban environment with several off -site sources of Copper contributing to run-
off.
I am asking for a waiver from the monthly monitoring to allow us to continue to operate. We will
continue to have our Copper, Lead, Zinc, Oil & Grease, and TSS measured twice per year. I
will also continue to send you copies of our reports twice per year.
