This sampling was performed for SONA BLW by David Gardner from Pace Analytical Services, Inc. labs. There was a "No Flow" occurrence in January 2016. Also included in this package are the SDO Qualitative Monitoring Reports for our 2 outfalls and our SDO Monitoring Report. We have exceeded our benchmarks for Zinc and Copper, which has been reported in writing to Stanley Williams on 12/14/15, and initially to your department on 5/20/.15. Our investigations have confirmed that the source for both of these over runs is the new steel roof that was put on our building after a fire in February 2013. The roof has been leeching both metals. The lab test verifications to confirm the Zinc exceedance was sent to your office on 5/20/15. Enclosed with this letter you will find the lab test verification that the Copper is indeed coming from this new roof as well. It is our belief, and that of Pace Analytical Services, that the Copper and Zinc discharges will abate themselves over time. SONA BLW has no viable alternative but to wait for the roof to normalize and the discharges to stop. Accordingly, I would respectfully ask for a No Exposure Exclusion from your office. Sincerely, C:5D sonar Drlvl ng Tomorrow SONA BLW PRECISION FORGE, INC. 500 Oak Tree Drive • Selma, NC 27576 Phone (919) 965.5555 • Fax (919) 965.0123 PAP '00 nw Bill Everest Human Resource/Environmental, Health and Safety/Facilities Manager SONA BLW Precision Forge, Inc. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections B, C: A lower TSS benchmark of SO mg/I for HQW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections B, C: The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections 8, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections B, C. The term "Representative Storm Event" has been replaced by "Measurable Storm Event." A measurable storm event is defined in the permit. • Section D: If the permittee fails to respond effectively to problems identified by qualitative monitoring, DWQ may require the permittee to perform corrective action. Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit, including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than 30 days from the date the facility receives the sampling results from the laboratory. Also note that existing permittees do not need to submit a renewal request prior to expiration unless directed by the Division. Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or decree. I greatly appreciate yours and Mr. Bill Everest time and assistance with this inspection. Below is a list of recommendations and findings developed from the inspection: 1. The subject permit was reissued and became effective July 28, 2009 and will expire October 31, 2012. Request for permit renewal and paid associated fees must be made 180 days prior to expiration to receive automatic authorization to discharge beyond the expiration date. 2. Sona BLW Precision Forge manufactures forged gears and axle components for the automotive industry. The manufacturing process uses case harden steel and heat treated steel. 3. Stormwater runoff for the facility is divided into three drainage basins. • Drainage area 2 receives flow from roof drainage from the southern half of the facility, the area around the shot blast dust collector and the parking lot. The roof drainage and the area around the shot blast dust collector are directed to a stormwater grate and are discharged to Outfall 002 via underground piping. Discharge from Outfall 002 flows into a shallow ravine and eventually to a drainage ditch. • Drainage area 1 receives stormwater flow from the loading, unloading area, the area around the scrap metal chips and used oil shelter, the scrap metal dumpster, pallets, and empty drums and totes. All runoff in drainage area 1 is directed to drain grates and is discharged via underground pipe to Outfall 001. Discharge from Outfall 001 flows into a shallow depression eventually offsite to a power right-of-way. Drainage area 3 receives stormwater flow from the northern half of the facility, another loading, unloading area, the area around the refuse dumpster, scrap metal dumpster, maintenance chemicals and the storage racks and equipment.
