We are located in Smithfield Johnston county and operate under general permit # NCG030000,COC # NCG030047. Major Milestones To Date: June 27`h, 2013. Receipt of stormwater samples indicating exceedences for Zinc and Copper. As a result of these exceedences, we initiated Tier 1 actions. June 271h, and JulV8`h, 2013. Stormwater management inspections of the facility to determine possible causes and response actions, were conducted by onsite personnel. August, September and October, 2013. Conducted a thorough cleanup of the areas of concern, including the relocation of scrap metal to under - roof locations. January 14`h, 2014. Receipt of stormwater samples indicating continuing exceedences for Zinc, Copper and TSS. As a result of these exceedences, we initiated Tier 2 actions. • Stormwater flow from Outfall #2 appeared to be restricted, and the drains were flushed. • Plant water that may have inherently high levels of Copper and Zinc, was sampled • Roof drains were sampled to try to further determine possible sources. April, 2014. Sampling results indicate a possible source area around the SMC/TMC molding and wet paint booth stack areas. Note: Several stormwater sampling events have been conducted throughout the winter and spring months, in compliance with Teir 2 and Tier 3 requirements. Implement Best Management Practice recommendations from Greystone Environmental Management, and consider engineered solutions, if appropriate. 4. The subject permit was reissued and became effective July 28, 2009 and will expire October 31, 2012. Raven NC LLC is a global manufacturer of Satellite Earth Station, Air Traffic Control Radar Antenna and High Frequency Antenna products. All manufacturing takes place inside a large facility. Raven NC LLC only occupies one-half of the facility. The other half of the facility is not occupied. Stormwater flow on the unused side of the facility consists of roof drainage and parking lot runoff that discharges to Stormwater Discharge Outfall (SDO) #1. Monitoring is not required at this outfall since Raven NC LLC no longer owns this side of the facility. Please update the Stormwater Pollution Prevention Plan (SWPPP) to reflect the change. 3. Stormwater from the west side of the facility, that includes area around the Above Ground Storage Tank (AST), the equalization tank, and various air conditioning units is conveyed to a catch basin that discharges (SDO # 3) into an Unnamed Tributary (UT) to Buffalo Creek. The flowing are steps we have taken to try and reduce these omissions: 1- We have contracted a monthly cleaning crew that cleans our loading dock areas outside 2- We have an internal crew that uses a floor cleaning machine to collect metal dust to prevent it from going outside We suspect the possible source of the high readings is our gravel areas outside in close proximity to the collection points near the storm drains. From June 2018 to January 2019 we have been testing on a monthly schedule per the Tier 3 requirements in the NGC 030000 permit. Our point of contact for this issue was Thad Valentine. 2. In the newly issued permit from November Of 2018, the monitoring requirements in table 1, page 7, show that for the last 3 months we have consecutively met the new benchmark limits. I have attached the last 3 reports (which were sent in as well) for review and consideration. November's SWU-245 is using the old permit's form which has different benchmarks. I had received the new permit after sending this month's report in. However, the new permit started on the 15t of November and should have applied to this month as well. I have included this information into the current SWU form to show compliance. 3. Until a determination has been made and received by our facility, we will continue to conduct monthly testing. If we do get permission to go back to Tier 1 testing, we will use the bi- annual schedule listed in table 2, page 9 of the permit. We are located in Smithfield Johnston county and operate under general permit # NCG030000,COC # NCG030047. Major Milestones To Date: June 27th, 2013. Receipt of stormwater samples indicating exceedences for Zinc and Copper. As a result of these exceedences, we initiated Tier 1 actions. June 27th, and July S`h, 2013. Stormwater management inspections of the facility to determine possible causes and response actions, were conducted by onsite personnel. August, September and October, 2013. Conducted a thorough cleanup of the areas of concern, including the relocation of scrap metal to under - roof locations. January 14`h. 2014. Receipt of stormwater samples indicating continuing exceedences for Zinc, Copper and TSS. As a result of these exceedences, we initiated Tier 2 actions. • Stormwater flow from Outfall #2 appeared to be restricted, and the drains were flushed. • Plant water that may have inherently high levels of Copper and Zinc, was sampled • Roof drains were sampled to try to further determine possible sources. April. 2014. Sampling results indicate a possible source area around the SMC/TMC molding and wet paint booth stack areas. Note: Several stormwater sampling events have been conducted throughout the winter and spring months, in compliance with Teir 2 and Tier 3 requirements. A summary of the sampling results to date is attached. May_51nl 2014. Pooles Plumbing cleaned out several of the large roof drains that contribute to the stormwater outfalls. May 13 and May 14tn Greystone Environmental Management inspected the site to evaluate source areas, and recommend potential engineered solutions and Best management Practices. We are awaiting their report. Actions To Be Taken: 1. The ditch outside the fence line on the south side of the plant (Outfall #1) will be dug out by the property owners the week of June 9`h, 2013. This will allow us to obtain a more representative sample from this outfall. 2. Continue to collect samples according to the Tier 3 requirements. 3. Implement Best Management Practice recommendations from Greystone Environmental Management, and consider engineered solutions, if appropriate. 4. Meet with DEN staff in the next few weeks to review site status and options for improvements. Please let me know if you have any questions. I have a few comments in response to your letter and on the Stormwater Discharge Outfall Monitoring Reports. 1. First, please see attached January 24, 2007 letter transmitting the original renewal forms. If we have the wrong address or wrong person, please correct in the space provided on the forms. Please note that the permit renewal form is a "legal" document that we must send to the permit holder of record, which in our records is Mr. Nichols. 2. I have confirmed internally that we are not in possession of a response to our January mailing. 3. But, curiously, we have since received the $80 annual fee that the original January 24, 2007 letter identifies as delinquent. I can't explain this apparent contradiction. Please do not send an additional fee. 4. The attached forms give you the option to request that DWQ either renew your permit (I believe this is the case for you), or rescind your permit. Just fill in the one that applies, and do not return the other one. 5. We agreed by phone that it seemed moot to try to submit analytical results for the final 2007 sampling period since that permit has expired, and further, I agreed that DWQ would consider the results from your October 24, 2007 sampling event as applying to the January 2008 - June 2008 sampling period. It would help us both to be consistent with the new, revised permit requirements if you would re- I submit the Monitoring Report forms with minor changes. I realize this is a bit of extra paper work for you, but I think it will help us both. a. Please re -submit on the new Monitoring Forms, rather than the forms for the expired permit. Our new forms are available at our website at: http://h2o.enr.state.nc.us/su/Forms Documents.htm b. Please fill in the sampling result for TTO on the monitoring form, rather than refer us to the laboratory analytical data. Call me if you need instruction on how to report the TTO results on our form. Unless you are an environmental chemist, it is not really obvious how to do this. c. In future submittals, please do not send us the laboratory's reports. We only want your summary of the lab data on the Monitoring Report forms. We do not have file space to accommodate all the laboratory reports from all our permittees. d. In future submittals, please do not send us the visual monitoring results. You are required to keep those results on site, but you are not required to submit the visual inspection results to us. 6. One specific change is that TTO is required for each sampling period, unless the facility develops a Solvent Management Plan.
