APPROVAL of 401 Water Quality Certification
To Whom It May Concern:
You have our approval, in accordance with the attached conditions, to construct a boat maintenance
facility including bulkhead, boat ramp, travel lift and nine slip pier along the Perquimans River as you
described in your application received by the NC Division of Coastal Management on July 29, 1999.
After reviewing your application, we have decided that this fill is covered by General Water Quality
Certification Number 3112. This Certification allows to use your CAMA Permit when the NC Division of
Coastal Management issues it. In addition, you should get any other federal, state or local permits before
you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal
Stormwater, Non-Discharge and Water Supply Watershed regulations. Also this approval will expire
when the accompanying CAMA Permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you
change your project, you must notify us and you may be required to send us a new application for a new
certification. If the property is sold, the new owner must be given a copy of the Certification and approval
letter and is thereby responsible for complying with all conditions. If total wetland fills for this project
(now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A
NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached
certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a
written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its
conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean

including bulkhead, a boat ramp, a travel lift and a nine slip pier along the Perquimans River. This
proposal also includes a maintenance building, parking and infrustructure.

Site Description
The site is located approximately one and one-half miles southeast of and downstream from the
US 17 Perquimans River Bridge, off SR 1336, Harvey Point Road near the Town of Hertford,
along the Perquimans River in Perquimans County. The site was previously zoned for
agricultural use but has been recently re-zoned for manufacturing and is the site for the 255
acre Perquimans County Commerce Center. This individual proposal site involves a 9.88 acre
parcel within that tract. This site includes approximately 271 feet of shoreline.
Bald cypress are scattered waterward of the NWL with a cypress fringe located along the
existing property lines. The majority of the property's shoreline slopes upward to a site
elevation of approximately 8 feet above the NWL and is vegetated in upland trees, shrubs and
grasses. The tract has previously been vegetated in cotton, soy beans and corn.
The Perquimans River, in the vicinity of this proposal, is over one mile wide. Channel depths
in the vicinity of this proposal are known to exceed 20 feet, NWL. The Perquimans River is a
tributary of the Albemarle Sound. Waters upstream of the old US 17 Bridge, approximately 2
miles upstream from this site, are classified as SC Waters, while waters downstream of the
old US 17 Bridge are classified as SB Waters by the NC Environmental Management
Commission. In conjunction with these classifications, these waters are also designated as
Inland Waters upstream of the old US 17 Bridge and as Joint Waters downstream from this
location by the North Carolina Wildlife Resources and Marine Fisheries Commissions. The
waters of the Perquimans River are not open to any commercial shellfish harvest. Submerged
aquatic vegetation are present along the shoreline generally in water depths of 6 feet or less
along many sections of the river. No SAV's were observed in this project area. Upstream
sections of the river are noted as spawning areas for anadromous fish species.
Pro ect Proposal
The applicant proposes to construct the necessary waterfront structures for a full service boat
repair and maintenance facility including a 9 slip floating dock, a ramp, a travel haul-out lift
and bulkhead/rip rap shoreline stabilization. The property is currently owned by Perquimans
County. Perquimans County and Tony Wooddisse of Camden Marine, Inc. have a purchase
option agreement which states that the proposed project located at this property must be
permittable for its intended use prior to closing. All consultant, development fees and
expenses associated with this proposal have been paid for by Mr. Wooddisse. No public funds
have been expended on this property regarding the development of this specific proposal.
This project proposal includes five aspects of work. These include the following.
[11 Shoreline stabilization with a timber (or vinyl sheet pile and timber) bulkhead along 200
linear feet of shoreline at or above the NWL with the exception of a 5 to 10 foot
waterward maximum requirement near the boat launch ramp return wall locations is
proposed. Rip rap rock will also be placed adjacent to each bulkhead return wall.

[2] The construction of a 28 foot wide boat ramp is proposed. The 28 foot width is planned
to allow half of the ramp to be placed on a 14% slope to accommodate motor vessels.
This portion of the ramp will extend approximately 55 feet beyond the NWL. The other
half of the ramp will be constructed at a 17.5% slope to accommodate deep draft fixed
keel vessels. This half of the ramp will extend approximately 45 feet beyond the NWL.
The overall ramp structure dimension is 28 ft. wide by 85 ft. in length. The ramp will
extend to a -4.0 ft. water depth, NWL and require the excavation of 174 cy. of river
bottom. A 4 ft. wide courtesy finger pier will be placed on each side of the ramp and
extend waterward a distance congruent to the waterward ramp length portion on that side
of the structure (55 and 45 feet).
[3] A 191 ft. long by 8 ft. wide floating dock with 9 slips and associated mooring piles is
proposed. The 8 ft. pier width is necessary for wheelchair accessibility and to allow
sufficient room for others to comfortably pass and work around them. Except for one
slip identified as slip I with a allocated length of 25 ft.], each slip will be 30 ft. long
and will range between 25 and 35 ft. in width. The proposed pier configuration will
include 11 finger piers. This large slip size is proposed to accommodate large catamaran
cabin boats. Each finger pier forming the slips will be 3 ft. in width. A 68 ft. long by 6
ft. wide "T" platform is proposed at the waterward end of the pier. Water depths at the
end of the pier are -25 ft., NWL.
[4] A travel haul-out lift to accommodate the removal of larger vessels is proposed. This
lift will extend waterward from the bulkhead 60 ft. and be 25 ft. in width. A 4.5 ft.
wide pile supported track will extend the entire length of the lift on both sides of the
structure. In addition, this proposal also includes a 675 sf. forklift-boat drop-in area,
adjacent to the bulkhead. The lift and haul out areas will require additional dredging
excavation of 301 cy. of river bottom to accommodate these uses.
[5] A final but significant aspect of his proposal includes the development and site grading
of 2.88 acres of upland area for the construction of driveways, roadways, buildings and
parking areas for a boat repair and maintenance facility. A gravel yard area is proposed
adjacent to the bulkhead and will extend 100 feet landward. This area will be graded
with a compacted gravel surface, sloped so that all runoff is directed into stormwater
management ponds to be constructed on the tract.

Anticipated Impacts
The proposed boat maintenance facility will impact a total area of land and water resources of
at least 3.23 acres. This includes the following :
• The shading of 2,993 sf. of Public Trust / Estuarine Waters associated with the
pier and lift structures;
• The shading and/or mooring use of 10,725 sf. of Public Trust / Estuarine Waters
associated with the allocation of the boat slips;
• The filling of 1,550 sf. of Public Trust / Estuarine Waters river bottom associated
with the bulkhead and boat ramp placement within the Perquimans River;
• The grading of 125,453 sf. of shoreline and upland area adjacent to the
Perquimans River associated with the facility;
• The compaction of 20,000 sf. (200 ft. by 100 ft.) of gravel area located directly
adjacent to the bulkhead and the Estuarine Shoreline of the Perquimans River.
This will result in 74% coverage of the lot's Estuarine Shoreline with impervious
surfaces.
This proposal will require 475 cy. of river bottom excavation within the Public Trust Area of
the Perquimans River. The boat ramp and bulkhead construction will result in the placement
of 60 cy. of fill material below the NWL. This proposal identifies a total of 9 slips. These
slips are sized to handle large vessels. It is conceivable, due to the size and configuration of
the dock and associated 11 finger piers, a greater number of smaller vessels could be moored
at this facility. Any permit issued should restrict this facility's mooring to a maximum of 9
vessels.
Due to the River's width in the vicinity of this project, this proposal should not significantly
increase navigation impacts within the Public Trust Area of Perquimans River. The proposed
project will not result in the filling of any vegetated wetlands. The compacted gravel grading
along the entire length of the proposed bulkhead will exceed the 30 % impervious surfaces
coverage within the Estuarine Shoreline AEC. The application does not include an approved
Storm Water Management Plan (SWMP). The applicant (Tony Wooddisse) has verbally
committed to the preparation of a SWMP to address the impact of this stormwater runoff.
