SUBJECT: Application for Section 404 Nationwide Permit 3, and Section 401 Water
Quality Certification for the Proposed Replacement of Bridge #219 on SR-
1892 (Jennings Road) over Olin Creek, Iredell County
Dear Madam:
The North Carolina Department of Transportation (NCDOT) proposes to replace Bridge
#219 on SR-1892 in Iredell County. The existing bridge is a 133’ long X 20’ wide 4 span
bridge and is being replaced with a 140’ long x 30’ wide 3 span bridge on the same
alignment. Traffic will be detoured off-site during construction.
As a result of the replacing the existing bridge and stabilization at two unnamed
tributaries, there will be a total of 232 linear feet of stream bank stabilization and <0.01
acre of total temporary stream impacts. Impacts will be as follows: 74.5-feet of
permanent rip rap under Bridge #219, 27.5-feet of permanent rip rap at the outlet of
unnamed tributary (S2), and 129.8-feet of permanent rip rap along unnamed tributary
(S1). NCDOT will also use approximately 29-feet of temporary impacts for dewatering.
The area affected by temporary impacts will be restored back to pre-project conditions.
The bridge will span Olin Creek which is classified as Class C waters by the Division of
Water Resources. All Best Management Practice’s will be utilized during the course of
the project.
The Division 12 Environmental Office conducted a threatened/endangered species survey
(attached Memo) on February 8, 2016 for Bridge #219 in Iredell County and surrounding
area. The federally listed species for Iredell County (USFWS listed date November 13,
2019) include:
Bog turtle (Glyptemys muhlenbergii) – Threatened due to similarity of Appearance
Biological Conclusion – No Required

Dwarf-Flowered Heartleaf (Hexastylis naniflora) - Threatened
Biological Conclusion – No Effect
Northern Long-Eared Bat (Myotis septentrionalis) - Threatened.
Biological Conclusion – May Affect; Not Likely to Adversely Affect
The office is also recommending a finding of “no effect” for historical structures. No
sites listed on the National Register of Historic Places are located in the vicinity of the
project nor did there appear to be any eligible structures. NCDOT is recommending a
finding of “no effect” for historic sites (NCDOT Cultural Resources Review – Internal
Tracking No. 12-03-0046).
The project area is not located within ½ mile of any critical watershed area. SR 1892 is
not a rural or urban arterial; therefore, hazardous spill basins are not required. Enclosed
is the hazardous spill basin checklist.
I have enclosed plan sheets, location maps, and other documentation relative to the
project.
