Land use around the project is mostly agriculture/forested. Bridge is on paved secondary road. 4b. Explain the purpose of the proposed project:* NCDOT Bridge Management Unit records indicate Bridge No. 219 has a sufficiency rating of 39 out of a possible 100 for a newstructure. The bridge is considered structurally deficient due to a structural evaluation rating of 4 out of 9 according to Federal Highway Administration (FF-WA) standards. Bridge No. 219 has a seventy year old timber substructure which has a typical life expectancy between 40 to 50 years due to the natural deterioration rate of wood. Rehabilitation of a timber structure is generally practical only when a few members are damaged or prematurely deteriorated. However, past a certain degree of deterioration, timber structures become impractical to maintain and upon eligibility are programmed for replacement. Bridge No. 219 is approaching the end of its useful life and therefore the purpose of the proposed work is to replace the deteriorating bridge for the safety of the travelling public. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* NCDOT proposes to replace Bridge No. 219 on SR 1892 (Jennings Road) over Olin Creek in Iredell County north of Statesville. The wasting 133' long by 20' vide four span bridge is to be replaced with a 140' long by 30' wide three span bridge. The proposed bridge will have no direct discharge into the water. The bridge will not have any bents placed in the water but bank stabilization will be added to both banks under bridge. There are two unnamed tributaries located adjacent to Bridge 219. S1 has eroded it's banks toward the roadway side slope and for safety NCDOT will add rip rap bank stabilization on the banks to prevent further erosion. Rip rap bank stabilization will also be added to S2 at the confluence and tied in to bank stabilization under Bridge 219. All Best Management Practices will be utilized during the course of the project. The project will be constructed using typical heavy equipment (trackhoe, backhoe, etc). 4j. An offsite detour will be used to maintain traffic during construction. No bents will be located within the stream banks. Deck drains only outside Top of Bank. Drainage has been designed to maintain existing drainage patterns and have as little environmental and surface water impacts as possible. Class II rip rap will be used to stabilize the banks under the proposed bridge and along S1 and S2. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Minimization of impacts by installing appropriate erosion control measures.
