Supporting Documentation
i E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Bridges will be replaced on the ebsting alignments. Two of the three bridges will result in the reduction of in -water bents. The project was designed so
that grade of road was minimally raised to reduce fill in adjacent wetlands. See stormwater management plan for additional minimization measures.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
An off -site detour will be used during construction. NCDOT's Design Standards in Sensitive Watersheds will be adhered to.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State?
r Yes r No
2c. If yes, mitigation is required by (check all that apply):
r DWR W Corps
2d. If yes, which mitigation option(s) will be used for this project?

3a. Will this project result in additional development, which could impact nearby downstream water quality?*
r Yes r No
3b. If you answered "no," provide a short narrative description.
Due to the minimal transportation impact resulting from this bridge replacement, this project vdll neither influence land use nor stimulate growth.
Therefore, a detailed indirect and cumulative effects study will not be necessary.

5j. What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat?
N.C. Natural Heritage Program database; USFWS-Raleigh Field Office website; biological surveys for protected species listed for Edgecombe County,
Mich include Tar River spinymussel, yellow lance, dwarf wedgemussel, red -cockaded woodpecker. Biological conclusion of "No Effect" were rendered
for dwarf wedgemussel and red -cockaded woodpecker. This project occurs within an identified stream reach for the yellow lance and Tar River
spinymussel. NCDOT proposes to satisfy impacts to Section 7 for the species by making payment to the N.C. Non -game Aquatic Species Fund as set
in the Programmatic Biological Opinion for freshwater mussels.
