Please find attached the full credit release letter for the Yadkin Valley Umbrella Mitigation Bank: Dugger Creek
Mitigation Site (SAW-2017-01918). As requested, since this is a preservation only site, 100% credit is being released for
satisfying the credit release requirements pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to
Establish the Yadkin Valley Umbrella Mitigation Bank, approved October 17, 2019 and the site -specific mitigation plan. In
accordance with the plan, 18,227 stream mitigation units (SMU's) are now available for the Dugger Creek Mitigation
Site.
A hard copy was also mailed to your office. Feel free to contact me with any questions.

SUBJECT: Initial Credit Release associated with the Yadkin Valley Umbrella Mitigation
Bank — Dugger Creek Site

Dear Mr. Wilkerson:
This correspondence is in reference to the Dugger Creek Mitigation Site, part of the
Yadkin Valley Umbrella Mitigation Bank, located in western North Carolina. The 777-
acre site is adjacent to Dugger Creek in the Yadkin River Basin (03040101) and located
in Watauga and Wilkes Counties, North Carolina. The purpose of this letter is to confirm
the initial release of credits for this mitigation site.
Pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to
Establish the Yadkin Valley Umbrella Mitigation Bank, approved October 17, 2019; and
the site -specific Dugger Creek Final Mitigation Plan dated June 2019, one hundred
(100%) of the mitigation site's preservation credits shall be available for sale
immediately upon completion of all the following:
a. Execution of the MBI by the Sponsor, the Corps, and other agencies eligible for
membership in the IRT who chose to execute the agreement.
b. Approval of the Final Mitigation Plan.
c. The mitigation site must be secured.
d. Delivery of the executed financial assurance documents as described in Section
11.0, page 25, of the Dugger Creek Mitigation Plan dated June 2019.
e. Recordation of the Corps -approved site protection mechanism described in
Section 3.0 page 8 of the Dugger Creek Final Mitigation Plan dated June 2019,
including a title opinion covering the property.
f. Issuance of the 404-permit authorization for site construction.

As long as all Corps requested comments and revisions were made to the Dugger
Conservation Easements, by copy of this correspondence, we confirm that you have
satisfied the above requirements for initial release for all parcels within the bank; and
18,227 stream mitigation units (SMU's) constituting 100% of the bank site's preservation
credits are now available for sale.
