I have made updates to the interactive map information to more accurately reflect Lexington's status as a Phase II MS4
and post -construction permitting contacts. I did not revise any boundaries that we used back in 2013, but I think this
will significantly reduce confusion until a future comprehensive update. I hope this helps. Thanks again for reaching out

I attached a PDF showing our City Limits. It looks like the boundary lines drawn in the DEQ map match (even though they
are not all filled areas).
The arrows I provided in the previous pdf show the unfilled City limit areas that should be included for our local program
coverage area.
There is no Lexington ETJ.
We have the full-blown MS4 program with all 6 minimum measures, including post -construction stormwater
management.
There are green areas showing the State SW program outside of our City Limits, which must have been part of the
urbanized area mapping.
We obviously do not have any jurisdiction beyond our border.
Thanks for your help on this.
I think that corrections to the map might clear up some of the confusion within our development community.

Thanks so much for reaching out about this.
Do these areas with the arrows show Lexington ETJ areas, or more recent municipal boundaries?
Also, is Lexington now implementing a local post -construction program? I think we showed State authority here
because Lexington had been recently designated, but the city's MS4 program wasn't yet in place. (It looks like the green
area here may encompass an urbanizing area boundary from the census that is referenced in the federal and State
Rules —not just Lexington. Lexington's municipal boundaries at the time overlapped or were contiguous with that.)
We have not been able to update the map since 2013, and it is very difficult to maintain ETJ areas; in some cases we only
had corporate boundaries to work with. I will not be able to add ETJ areas for just one municipality and not others
across the state. (However, with future renewals, we may ask for GIS layers of ETJs from each municipality, so we hope
to have more up to date information in coming years!)
If the State permitting authority is no longer accurate because Lexington has its own program, I can make changes to
reflect that within the current green area — that is more simple for me to do right away. Other changes require more
comprehensive GIS work and can't be handled until next year. I will confer with my supervisor and our MS4 coordinator.
