Thank you, Steve! I will be in touch over the next few days with the executed construction bonds and recorded
easements for 3 of the 5 sites (Scout, Compass Point, Twiman) to provide you with all the required materials for
the initial credit releases. As you know we are still working through some issues with Green Mesa and I plan to
have some proposed updates to you and the IRT before Christmas. We are scheduled to close on the Gideon
easement before the end of the year, so likely will be ready to request that credit release in mid January. Thanks
again for all the coordination working through these approvals. Talk to you soon.

Please see the attached signed instrument for the RES Yadkin 01 Umbrella Mitigation Bank Instrument and the
approval letter for the Gideon (SAW-2017-01462), Compass Point (SAW-2017-01465), Green Mesa (SAW-
2017-01466), Twiman (SAW-2017-01467) and Scout (SAW-2017-01469) Mitigation Plans.
Also attached to this message are the requested Section 404 permit authorizations for the Gideon (SAW-2017-
01462), Compass Point (SAW-2017-01465), Twiman (SAW-2017-01467) and Scout (SAW-2017-01469)
Mitigation sites, the corresponding regional and general conditions, and the compliance certification. As
previously discussed, the Green Mesa NWP27 verification is pending due to possible changes to the
application. Please note that the approved instrument, final plan, design plans and impact maps submitted with
the PCN, as well as all applicable general and regional conditions must be strictly adhered to in order for the
authorization to remain valid.
