I believe the upper reaches will be at risk for flow but I agree with moving forward as designed.

Hey Mac;
I appreciate you taking the time to coordinate the Shaw's Run comment responses with me. We have addressed all the
comments possible and will send an updated document and comment response letter with permits. In your comments,
you mentioned DWR wanted the following prior to approval of the mitigation plan —1) additional soil profiles, 2) better
case for starting single thread channels at the top of the project, and 3) additional Site photographs. Please find
attached, information regarding your request information including the following items.
1. Additional soil profiles that are depicted on Figure 4 (existing conditions) and included in Appendix B (see
attached).
2. Additional photographs of the Site are included in Appendix K (see attached).
3. Section 8.1.1(Stream Restoration) has been added to and now includes the following text. "The Site slope in the
upper reaches of UT 1 and UT 2 exceeds 0.0035 rise/run and 0.003, respectively. The tributaries have a
contributing drainage area at the top measuring 60.8 acres (0.10 sq mi) and 23 acres (0.04 sq mi). In addition, UT
2 has a drainage area characterized by drain tiled agriculture fields that contribute hydrology in a concentrated
manner, effectively forming a spring head. Coastal plain streams with this slope and size would be expected to
be characterized by single thread channels. However, in the event that Priority 1 stream restoration fails, and a
braided headwater wetland system develops, the stream length will be modified to the down valley length and
wetland credit for 50 feet on each side of the stream will be removed, as per headwater guidance. Stream
gauges in the upper extent have been added to monitor flow duration and visual monitoring for the
maintenance of a clear channel will be conducted."

Please send me the soils info and photos. Also, you said matter has been looked at from our end, what does that
mean? I guess what I am looking for is further justification as to why you think a single thread channel will work.
Even though the COE gives and intent to approve, the comments still need to be addressed before permits will be
issued.
Thanks, by the way, for bringing this to my attention. I will go back and look at the mit plan and reaches of concern
now...

Hey Mac;
I am giving you a reminder to talk to Kim and the IRT about the best way to handle Shaws Run comments. Specifically,
we have a notice of intent to approve and are ready to submit permits; however, you have some comments that were to
be addressed prior to NCDWR approval. Your comments were about photographs, soil profiles, and single thread
channel. The photographs and soil profiles have been added to the document. The single thread channel matter has
been looked at from our end, but I don't know how you want to handle moving forward.
