SUBJECT: Your memorandum dated March 29 , 1988 , regarding
minor fecal coliform violations in the Crown MHP
discharges during 1986 ( 4 months ) and 1987 ( 2
months) NPDES Permit No. NC0055255 , Guilford
County
After reviewing your memorandum, an inspection visit
was made to the facility on April 11, 1988. The owner, the
ORC, and I went to the sampling points and walked the
downstream receiving stream to its junction with Hickory
Creek. At the time of the inspection the creek had a good
flow and it was joined by a second feeder stream within
several hundred feet. Hickory Creek had a very good flow
above and below the junction with the receiving UT.
The upstream may have some small animal grazing areas
but doesn' t have any obvious illegal inputs . The sampling
points were located too close to the discharge pipe and I
requested that they move the points approximately 100 feet
upstream ( above the area parallel to the WWTP) and
downstream ( just above the junction with the next feed
stream) . They agreed with this change.
The WWTP did have several over-flows that could have
gotten into the upstream over the past few years and to our
knowledge they were reported. These may have caused high
fecal levels upstream and downstream. Low and no flow
periods in the stream may have caused problems from high
fecal coliform due to the regeneration in the pooled areas
below the discharge. The permit only called for one sample
per month during the time of your evaluation. When they
found a high fecal level in the effluent, they would

increase the Cl flow. They did not re-sample; but if they
had, a low fecal level might have been found and the
geometric mean method to determine the monthly average may
have indicated no violation as the effluent fecals were all
less than 2000 except for November 1987 reading.
The Crown MHP owners try to do the best they can with
their small operation and promptly incorporate any requests
from this Office.
When the new NPDES is issued and more sampling is done,
the owner and his ORC should have better tools to operate
with and we should also have a better grasp of just how well
they are doing.

Review of the effluent self-monitoring data for Crown Mobile Home
Park reveals that violations of the fecal coliform limit (1000/100 ml)
have been occurring. For instance, the following violations occurred
during 1986-87:

taken for the instream self-monitoring requirement:

It is difficult to determine whether or not the problem of high instream
fecal coliform counts (as depicted by above self-monitoring data) are the
result of only the Crown MHP discharge. As can be seen, several of the
months also had high fecal coliform counts upstream of the discharge. This
could reflect some type of nonpoint pollution condition or could possibly
he due to improper sampling methods or incorrect laboratory protocol (we
have no records of another facility discharging upstream of them). In
addition, since this facility only monitors for fecal coliforms once.a .
month, there is the distinct possibility that other, more severe _violations,
are occurring but not being observed.
Review of the attached compliance printouts for 1986-87 also show that
violations are occurring for other parameters (most noticeably, BOD5 & TSS).
It appears that this facility is having a difficult time meeting their permit
limits and might benefit from some guidance from your office.
Your cooperation in correcting this situation is appreciated.

Dear Mr. Simann:
On August 4, 1987, Mr. A.R. Hagstrom, Environmental
Engineer, with the Winston-Salem Regional Office conducted
the subject inspection.
At the time of the inspection the over-all operation
and maintenance of the .system appeared marginal due to
debris being allowed to get into the transfer piping (grass
and a doll ' s head) . Additionally, there was no bar screen
observed. the flow meter was not properly located ( the
float was too close to the weir and couldn' t move freely) ,
and the bank along one side of the WWTP appears to be
endangering the WWTP.
Based upon the limited self-monitoring data and the
sampling made during this inspection, the facility is
generally compliant with its Permit limits. Therefore, the
Crown WWTP is considered to be in com liance.
_ Even though the plant is considered to be comp;sabt,
steps should be taken to correctly install the flow",' r� o
measurement and recording system, install an appropila�.j)" i
screen or equivalent screen, and to protect the system Attpt� � ^�

Any over-flows should be reported to this Office by

and operator control that over-flows should be minimized and
hopefully eliminated.
