Pilot Creek Wastewater Treatment Plant

Summary
The City of Kings Mountain has requested a JOC to increase
the flow of its Pilot Creek WWTP by 74 , 000 GPD. 95% of this
additional flow is from a metal finishing industry . Currently,
approximately 70% of the influent is from industrial sources . The
JOC was requested since the facility is out of compliance with its
NPDES limit for TSS . No assessment of TSS was completed since no
standard exists for this parameter. Assigned limits are based on
the technology of the WWTP .
Review of the file indicated that there may also be toxicity
problems associated with the plant . Two bioassays performed by
DEM have indicated acute toxicity as shown in the following table :

In addition, the facility has violated its permit by not
reporting the results of its Ceriodaphnia chronic effluent bioas-
say . If toxicity "limits" are dropped during the period covered
by the order, the JOC should still require toxicity monitoring .
If this strategy is adopted , Technical Support recommends that a
clause be included in the order which allows the Division to place
the treatment plant on moratorium if significant toxicity problems
are indicated by the results of the monitoring .
Analysis and Discussion
The Pilot Creek WWTP discharges to Buffalo Creek , a class C
stream in the Catawba River Basin. At the outfall , the receiving
stream drains an area of 116 square miles and is characterized by
an average flow of 162 cfs and a 7Q10 flow of 19 cfs . IWC' s were
calculated for pre-JOC flow, post-.JOC flow ( total from current and
previous JOC ' s ) , and the current design flow. The results were as
follows :

It is recommended that toxicity be addressed in the JOC . If
toxicity "limits" are dropped during the period covered by the
order , the .JOC should still require toxicity monitoring . In addi-
tion, a clause should be included in the JOC which allows DEM to
place the treatment plant on moratorium if the monitoring results
indicate significant toxicity problems . It is our understanding
that permit "limits" for toxicity are being dropped from Judicial
Orders since a single test failure would constitute a violation of
the order and result in an automatic moratorium for the facility.
Rather than ignoring the toxicity issue during the period covered
by the order , the clause provides incentive for the permittee to
continue addressing any toxicity problems associated with their
discharge . At the same time , DEM is provided with a mechanism to
handle severe toxicity problems at facilities operating under an
order .

SUBJECT: Sheller-Globe Corporation ' s Facility
Cleveland County, North Carolina
To follow up on our telephone conversation on May 6, 1988, below
is the information you requested on the waste water from our
facility in Kings Mountain , Cleveland County.
The amount of waste water which we will be dischargIing from our
facility will be approximately 40 , 000 GPD . This Ifigure is an
estimate based on our similar operation in Norwalk, Ohio. The
40 , 000 GPD is both industrial waste and sanitary waste.
The 40 , 000 GPD is full production and one ( 1 ) 10-hour shift .
Current plans are that we will only run one ( 1 ) shift per- day.

The City of Kings Mountain has received an estimate of 73 , 500 GPD
from Koonce, Noble and Associates . This would be a maximum
amount that our facility, as designed, would discharge .
The industrial waste water will be treated in a waste pre-
treatment system before being discharged into the Kings Mountain
Sewer System. The waste pre-treatment system is being designed
to meet the following Kings Mountain limitations :
