The flow increase will be accounted for by two significant industrial users: Sheller/Globe Truck & Body Division for 0.0200 MGD and Pioneer Motor Bearing Company for 0.0003 MGD. An instream assessment is not necessary for the approval of the flow increase because there are no stream standardsto be impacted by the interim permit conditions contained in the Order (i.e. , only the TSS limit has been revised) . How- ever, since the facility wishes to take two new industrial users online and approximately 70% of the current influent is already industrial wastewater, I reviewed the pertinent information regarding effluent toxicity and the discharge of metals. The two most recent toxicity monitoring results have been located and indicate that there is no significant chronic toxicity associated with the effluent. The facility has now passed four consecutive bioassays, suggest- ing that effluent toxicity will not be a problem. It is recommended, how- ever, that a clause be included in the Order that allows the Division to place the treatment plant on moratorium if significant toxicity problems should develop during the life of the JOC. The most recent permit renewal for the Pilot Creek WWTP (December, 1988) was based on an inaccurate pretreatment headworks analysis. The correct headworks analysis was recently completed, and based on that Technical Sup- port recommends that the final NPDES permit be modified to include effluent limits for cadmium, chromium, nickel, lead, cyanide, and mercury, with moni- toring requirements for copper, zinc, and silver. These permit requirements are in accordance with standard Division procedure and are necessary to ensure the protection of the instream standards for these parameters . This is in followup to our telephone conversation this date with Mr . Bill Mills of your office concerning allocation for industrial discharges into the Kings Mountain system by Pioneer Motor Bearing Company. We are requesting that industrial waste generated by Pioneer Motor Bearing Company be included in the waste allocation for the Pilot Creek Waste Water Treatment Plant . The nature and volumes of the non-domestic discharge at the proposed new plant in Kings Mountain will be less than those generated in the San Francisco Plant , as indicated in Mr . Bardet ' s letter of 7-25-89 (attached) . Those volumes and characteristics are outlined in the report provided by Datalab, Incorporated , San Jose , California (attached) . This is an independent lab , one of four recommended by the City of South San Francisco , Water Quality Control section, to perform analyses acceptable to the City of South San Francisco . White City of Kings Mountain The last document may not be: relevant to your experts in Kings Mountain or Raleigh but' I''ve 'included it as i suspect that our local South San Francisco water treatment plant' s restrictions may be tighter than your own and you can quickly see that our pollutants fall well below our local limitations . The person in Raleigh with whom I -spoke about water quality was: Mr . Bill Mills Water Quality Program Division of Environmental Management North Carolina Department of Resources and Community Development (919) •733-5083 Mr. Mills said that before his department could give the Commerce Department an environmental certification , The City of Kings Mountain would be required to obtain an allocation from the State to accept the above-described non-domestic discharge, inasmuch as the State has the City- of Kings Mountain under some sort of sewer restriction. The Department of Commerce can not approve our project unless and until the Department of Resources and Community Development provides an environmental certification. Thirty days must past following publication of notice of approval before the bonds can close. Due to our time constraints , I really appreciated your offer to give our project top priority and submit the City ' s request for an allocation as soon as possible.
