Dear Mr. Howard:
A letter of request for an Authorization to Construct was received March 6, 1990 by the
Division and final plans and specifications for the subject project have been reviewed and found to
be satisfactory. Authorization is hereby granted for the construction of a 2 MGD expansion, for a
total treatment capacity of 6 MGD, consisting an influent pumping station with two (2) 60 inch
diameter screw pumps with a capacity of 5,208 gpm each, a manual bar screen, a 24 inch parshall
flume for influent flow measurement, modify the existing flow splitter box to include a 24 inch
discharge line to aeration basin #4, the modifications to aeration basins # 2 & #3 to include the
lining of the basins with concrete and the addition of.250 million gallon per basin, a new 2 million
gallon aeration basin (aeration basin #4) with six (6) 15 hp blowers and two (2) 20 hp mixers, a
new 95 foot diameter secondary clarifier, a new 45 gpm clarifier sludge pump station with dual
pumps, a 1,390 gpm RASIWAS pump station with dual pumps, a new 240 gpm (20 hp)wash
water pump station with dual pumps, modify the existing chlorination facility to approximately
50,000 gallon capacity, a new 60,000 gallon chlorine contact basin with gas chlorination, a new
gas dechlorination facility, a continuous recording effluent flow measurement device with totalizer,
a new 250 gpm sludge feed pump station with dual pumps, convert the existing sludge holding
tank to an aerobic digester with a 25 hp surface aerator, a new aerobic digester with a diameter of
60 feet and a 25 hp aerator, anew polymer feed system, a new belt filter press, and all the
associated piping, valves, and appurtenances with discharge of treated wastewater into Buffalo
Creek classified C waters.
This Authorization to Construct is issued in accordance with Part III paragraph B of
NPDES Permit No. NCO020737 issued December 8, 1989, and shall be subject to revocation
unless the wastewater treatment facilities are constructed in accordance with the conditions and
limitations specified in Permit No. NC0020737.
The sludge generated from these treatment facilities must be disposed of in accordance with
G.S. 143-215.1 and in a manner approved by the North Carolina Division of Environmental
Management.

In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions,the Permittee shall take immediate corrective action, including those as may be •
required by this Division, such as the construction of additional or replacement wastewater
treatment or disposal facilities.
The Asheville Regional Office, phone no. (704) 251-6208 be notified at least forty-eight
(48) hours in advance of operation of the installed facilities so that an in-place inspection can be
made. Such notification to the regional supervisor shall be made during the normal office hours
from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays.
Upon completion of construction and prior to operation of this permitted facility, a
certification must be received from a professional engineer certifying that the permitted facility has
been installed in accordance with the NPDES Permit, this Authorization to Construct and the
approved plans and specifications. Mail the Certification to the Permits and Engineering Unit,
P.O. Box 27687, Raleigh, NC 27611.
The Permittee shall employ a certified wastewater treatment plant operator to be in
responsible charge of the wastewater treatment facilities. The operator must hold a certificate of the
grade at least equivalent to the classification assigned to the wastewater treatment facilities by the
Certification Commission. Within thirty days after the wastewater.treatment facilities are 50%
complete, the Permittee must submit a letter to the Certification Commission which designates the
operator in responsible charge.
A copy of the approved plans and specifications shall be maintained on file by the Permittee
for the life of the facility.
Failure to abide by the requirements contained in this Authorization to Construct may
subject the Permittee to an enforcement action by the Division of Environmental Management in
accordance with North Carolina General Statute 143-215.6.
The issuance of this Authorization to Construct does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed by
other government agencies (local, state, and federal) which have jurisdiction.
