SUBJECT: Town of Spindale' s Request for Interim Lead Limit
NPDES Permit No . NC0020664

Per your request, the Technical Support Branch will provide comments
concerning the subject facility and the February 20th letter from Mr.
Ronnie Pack. After consultation with the Asheville Regional Office .
(ARO) and the Pretreatment Unit, it was determined that Spindale wanted
an interim lead monitoring requirement during the construction and relo-
cation of its outfall to Cathey' s Creek. However, since this letter has
been received, the plans for relocation have been canceled by the Town.
A significant industrial user (SIU) to the Spindale WWTP, Tultex, has
very recently announced that it will be closing in May and no longer
discharge to the Town' s plant . The Spindale facility should have more
lead capacity available with Tultex closing and this should solve the
Town' s lead problems . If the Town still anticipates problems, they have
two . options . First, contact the ARO and request an SOC to address this
issue . Second, the pretreatment unit could allow Spindale to issue
enforceable compliance schedules with higher interim limits to their
SIDS .
It should also be noted that the lead standard is being reviewed by
DEM to be lowered substantially to a proposed 3 . 3 ug/l . Technical Sup-
port recommends caution in making any changes to delay industrial
treatment improvements . The ARO should inform Spindale of these pro-
posed changes . '

Dear Mr. Everett,
We have reviewed our draft permit (NCO020664) and feel we will not be
able to meet Lead Limits of .03 during the construction period . Please find
enclosed sample results for the year 1990. If you could consider monitoring
only our interim limits , this would help with our pretreatment program
because at this time our industrial users limits are below normal domestic
levels . Which over the next two years this will cause numerous violation
letters and many reportable non compliance publications . Our final permit
limit is .079 mg/l which will allow our industrial users to discharge up to
.12 mg/1 or more. With our interim limits we would be able to issue interim
limits to our industrial users. Thank you for your time and consideration.
