Subject: Acknowledgment of Response for Demonstration of Future Wastewater Needs
Town of Washington,
Beaufort County
Dear Mayor Brothers:
The Division of Environmental Management acknowledges the response from Black &
Veatch on the City's behalf, concerning demonstration of future wastewater capacity for the City
of Washington. Facilities like yours exceeding eighty percent (80%) of the hydraulic treatment
capacity of their plants are required to submit specific plans to DEM for future system expansion,
before new expansions of their wastewater collection systems can take place.
The City of Washington was informed by letter dated March 9, 1994, of the need to
submit these plans, based on the average annual DMR recorded flow rates for 1993. The
response from Black & Veatch dated March 28, 1994, indicated construction is in progress to
expand the existing plant to 2.5 MGD.
Your response is acceptable and the Division will continue to process applications for
sewer line extensions contingent to the following provisions. The City must remain on schedule
to complete the recently approved expansion of its WWTP to 2.5 MGD and must actively
continue its efforts to move the discharge to the Tar River. The completion of the plant `=
modifications and relocation of the out fall to the Tar River will allow the current NPDES
permitted flow to be expanded to 2.5 MGD. Based upon current average flow rates, the capacity
for the Town of Washington would then be below eighty percent (80%) of the hydraulic a
treatment capacity. The construction of the outfall will require an additional authorization to
construct from this Division.

Gentlemen:
On behalf of the City of Washington, we are responding to your March 9,
1994 letter regarding demonstration of future wastewater treatment
capacities. The City of Washington is in the process of upgrading and
expanding the existing wastewater treatment plant (WWTP) . Construction
to achieve a capacity of 2.5 million gallons per day (mgd) began last
month and is scheduled to be complete in April 1995. We have requested
a modification to the authorization to construct to build additional
facilities. These additional facilities are for the purpose of
providing redundancy and eventually (following approval of an
environmental assessment, new NPDES permit, and CAMA permit) will allow
the WWTP to be permitted at 3.2 mgd. We trust that we will receive the
modification to the authorization to construct at the beginning of April
in order to proceed immediately with construction of' these additional
facilities. We plan to have the necessary permits approved in time to
permit the 3.2 mgd capacity before the construction is completed.
