Subject: In Stream Assessment, Town of Boone
Waste Treatment Plant
Per your request, a "Level B" analysis performed by our office shows
that the addition of two college dormitories to the Boone Waste Treatment
Plant will have no adverse effect upon stream quality. The two additional
dormitories will add an additional student population of 390. Using an
estimated figure of 50 gal/day per student this would approximately add
another 0.02 MGD flow to the plant. The plant, according to self—monitoring
reports, is presently discharging an average of 2.2 MGD with an effluent
averaging a BOD of 29 mg/1. Thus, the model was run with a design flow
of 2.22 MGD assuming an effluent of secondary quality (BOD = 110 mg/1)
with no D. 0. limitations. The 7/10 was calculated to be }.85 cfs. (The
normal 7/10 is 14.5. However, the town of Boone is proposing to withdraw
3 MGD from above the wastewater treatment plant discharge.) The results
of the simulation indicate that the D. 0. minimum in the stream would be
1.1 miles below the discharge and have a value of 5.8. As the D. 0. stream
standard in the South Fork New River is 5.0 mg/l, the resulting D. 0.
would still be well above the water quality standard of 5.0 mg/l.
