The Division received the speculative limits request in a letter dated October 16, 2014. Please recognize that speculative linuts may change based on future water quality initiatives, and it is highly recommended that the applicant verify the speculative fim is with the Divisions NPDES Unit prior to any engineering design work. Receiving Stream. The Rocky River is located within the Yadkin - Pee Dee River Basin. Rocky River has a stream classification of C, and waters with this classification have a best usage for aquatic life propagation and maintenance of biological integrity, wildlife, secondary recreation and agriculture. At the location of the proposed discharge the Rocky River has a summer 7Q10 flow of 42 cfs, a winter 7Q10 flow of 74 cfs, and an annual average flow of 1403 cfs with a drainage area of 1403 mil. The Rocky River is currently listed as an impaired waterbody on the 2014 North Carolina 303(d) Impaired Waters List for turbidity. The speculative limits include limits for Total Suspended Solids to address the turbidity impairment. Based upon a review of information available from the North Carolina Natural Heritage Program Online Map Viewer, there are Federally Listed threatened or endangered aquatic species identified within a 5 mile radius of the proposed discharge location. If there are any identified threatened/endangered species, it is recommended that the applicant discuss the proposed project with the US Fish and Wildlife Service to determine whether the proposed discharge location might impact such species. Speculative Effluent Limits. A complete evaluation of these limits and monitoring requirements for metals and other toxicants, as well as potential instream monitoring + requirements, will be addressed upon receipt of a formal NPDES permit application. Some features of the speculative limit development include the following: • BOD Limits. The BOD limit for the proposed 0.9 MGD flow is based on secondary treatment standards. BOD limit for the proposed 1.2 MGD flow is based on modeling results for protection of the instream DO standard. • Ammonia Limits. Ammonia limits are based on modeling results for protection of the instream DO standard. • Total Residual Chlorine (TRC) limits. Limits for TRC are based on protection for aquatic toxicity. TABLE 1. Please note that the Division cannot guarantee that.an NPDES permit for a new or expanding discharge will be issued with these speculative limits. Final decisions can only be made after the Division receives and evaluates a formal permit application for the new/expanded discharge. In accordance with North Carolina Administrative Code 15A NCAC 2H.0105(c), the most environmentally sound alternative should be selected from all reasonably cost effective options. Therefore, as a component of all NPDES permit applications for new or expanding flow, a detailed engineering alternatives analysis (EAA) must be prepared. The EAA must justify requested flows and provide an analysis of potential wastewater treatment alternatives. A copy of the Division guidance for preparing EAA documents is attached. A request for speculative limits was submitted on October 27, 2014. Speculative limits requested for 0.9 MGD and 1.2 MGD. Stream Information: Proposed location — Rocky River (same as existing discharge) Lat 35° 11' 35" Long 80° 06' 45" Class C Subbasin 03-07-14 Stream index No. 13-17d 2014 303(d) list - Impaired for turbidity Model setup: The discharge location is 5.35 miles upstream of the confluence with the Pee Dee River. The model was setup with one reach at a length of 5.35 miles. There are no major tributaries in this segment. Current permit has secondary limits for BOD and no limits for ammonia. The model was run with BOD of 30 mg/I and the allowable ammonia based on dilution (24 mg/I for 0.9 MGD and 18 for 1.2 MGD). For both 0.9 MGD and 1.2 MGD the minimum DO was below 5 mg/I. In addition the end CBOD and end NBOD were above the stream background. Ammonia was reduced to 12 mg/I for 0.9 MGD and 8 mg/I for 1.2 MGD and BOD was reduced to 25 mg/I for 1.2 MGD resulting in minimum DO above the standard and end CBOD and end NBOD near background levels. Results of the model are shown below. NC0021628. Due to possible expansions of the Town's collection system, the Town wishes to evaluate the requirements of an expansion to their wastewater treatment plant. We would like to request Speculative Discharge Limits for an expanded wastewater treatment plant at the same location. We request limits for an expansion both to 900,000 gal/day and 1,200,000 gal/day.
