North bank of Swannanoa River is light density residential, south bank of Swannanoa River is an automobile junkyard, with waste concrete deposited throughout over many years. The junk yard is separated from the river bank by a small berm. The area around Laurel Branch in the project area is medium density residential. The banks of Laurel Branch are intermittently protected by rip rap rock banks. 4b. Explain the purpose of the proposed project:* This project will replace an aging 6" and 8" clay sewer pipe line in poor shape with a new 8" and 12" ductile iron sewer pipe. This project aims to reduce the number of sanitary sewer overnomG experienced in the area. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* This project will be replacing an aging and undersized sanitary sewer pipe line that is in poor condition. The proposed 12" ductile iron pipe sewer line crosses the Swannanoa River at the same alignment and depth as the existing 8" vitrified clay sever line. The new sewer line will better resist infiltration of river water and exfiltration of sewage than the existing clay sewer line. The existing line crosses Laurel Branch north of Blue Ridge Rd near the western property line of the junkyard, then stays on the west side of Laurel Branch. This alignment was deemed infeasible due to the proximity of houses and other structures to the existing line and Laurel Branch. The new sever line makes 4 crossings of Laurel Branch, below a 40" culvert in Blue Ridge Rd, through a culvert under Old Lakey Gap Rd, a 4" ductile iron service connection, and an 8" ductile iron main line crossing. These crossings were carefully examined and deemed necessary due to the locations of existing structures and the need for possible future sewer extensions up Chestnut Lodge Rd. The new sewer line will be install via dig and replace method using tracked mechanical digging equipment. Construction activities will follow current best practices for erosion control and prevention of surface water contamination. 4j. Please upload project drawings for the proposed project. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Design of the new sewer alignment is such that stream crossings are minimized, especially by sewer services. Once construction in the vicinity of the stream is complete, the stream banks will be restored according to detail 5.12-12 on page D-2 of the plans. Crossings of stormwater culverts are designed with sanitary sewer under stormwater to reduce contaminant transmission, with exception of the crossing of the 36" culvert on Old Lakey Gap Rd, where depth could not be feasibly achieved, and a stormwater conflict box was specified as shown in detail MSD-69A on page D-2 of the attached plans. All new sewer lines on this project will be ductile iron material, and manholes are placed as far from the stream bank as feasible and manholes outside of the 100-year floodplain where possible. Where manholes must be in the floodplain, they are specified with a lock -down watertight lid. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Where stream crossings are necessary, the sewer line will be constructed "in the dry", such that no excavation is done within flowing water. Where concrete encasement is specified, surface water shall not come in contact with uncured concrete. Stream banks will be restored to pre -construction contours as quickly after construction in the vicinity of the creek is completed as is feasible. Matting will be installed to assist in restoration the creek banks after construction is complete. Matting shall not contain plastic netting, in order reduce the negative impact to wildlife. 2. Waste concrete has been deposited for a number of years on the Hall Towing and Recovery property. Removal of this waste concrete in the trench line will be accomplished using a trackhoe-mounted rock hammer in the same manner as rock excavation. The new sewer line is being placed, where possible, in the same alignment and grade as the existing sewer line, reducing the amount of rock and or concrete necessary to remove in order to install the new sewer line. 1.07 Rock Excavation (a) The removal of sound, solid rock of whatever nature which occurs in its original position in ledges, bedded deposits or stratified and unstratified masses within the excavation limits shown on the plans, and which is of such hardness or texture that it cannot be loosened, or broken down and removed without resort to drilling and blasting methods or percussive hammering, shall be classified as rock excavation. (b) The removal of hardpan, chert, clay, soft or disintegrated shale, boulders, and other rock materials not included in Paragraph (a) above, shall not be classified as rock excavation although the CONTRACTOR may elect to excavate same by drilling and blasting methods. The excavation and removal of all such materials shall be classified as common excavation. (c) The removal of existing pavements, sidewalks, driveways, manholes and similar structures called for on the Plans shall be performed under these specifications and shall not be classified as rock excavation. 1.08 Rock in Pipe Trenches (a) Rock encountered in trench excavation for sewers and other pipelines shall be removed for the overall width of trench which shall be as shown on the Plans. It shall be removed to a minimum depth of 6 inches below the bottom of the pipe.
