Research conducted by ESI at the North Carolina Office of State Archaeology (OSA) on 23 May 2019 revealed that one previously recorded archaeological site appears to be located within or immediately adjacent to the proposed project corridor and potential access road. Site 31MK129 was recorded by the University of North Carolina-Charlotte in 1980 during a survey for a proposed wastewater outfall. The site was recorded as a scatter of pre-contact Middle Archaic to Middle Woodland lithic and ceramic material recovered from a cleared transmission line and adjacent unpaved road (one of the proposed access roads for the current project). Although the original recorder recommended no further work be conducted at the site, according to the available site information, the OSA considers the site’s National Register of Historic Places eligibility “Unassessed.” It is recommended that the portion of the site located within the proposed areas of disturbance be investigated and the site boundaries formally delineated prior to any ground disturbance in this area. In the event that federal funding or permitting for this project is anticipated, formal coordination with SHPO should be undertaken to determine if any archaeological investigations or historic structure surveys will be required under Section 106 of the National Historic Preservation Act (NHPA 1966, as amended). Section 106 requires that the effect of a project on si gnificant cultural resources be taken into account on all projects involving federal funding and/or permitting.
