The site is currently undeveloped and partially forested. A small portion of a stormwater pond is located in the southwest corner of the site. Apprommately 0.03 acre of wetlands is
located in the eastern portion of the lot. Adjacent land use is residential.

The purpose of the project is to construct a single family house and driveway within the lot. Impacts are needed to construct the house and side slope.

The project includes the construction of a single family home, front and back porches, deck, and driveway. The house and driveway footprint will be cleared of vegetation and fill
material will be brought into the site to level the area of disturbance. The home will then be constructed. Track hoe, loader, dump truck, bob cat, and other standard construction
equipment will be used.

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The wetland is in the middle of the site and cannot be avoided. The house footprint is similar in size to other houses in the neighborhood. Additionally,
it lines up with the adjacent house, which is needed to maintain proper line of sight, provide visibility to the pond behind the lot, and reduce noises
from the street. Note that the adjacent lots to the east previously obtained permits to fill wetlands and the remaining wetland is a small hole with little
habitat value. We are showing the entire 0.03-acre pocket to be impacted since the wetlands on the adjacent lot has been filled and any sliver
remaining in the side setback would be too small to be viable.

Because of the location of the wetlands and the location of the adjacent home, no minimization efforts were available.

The NC Natural Heritage Program website was reviewed to determine the known presence of federally listed species. No federally protected species
are known to occur within this site. The red -cockaded woodpecker and American alligator are known to occur within a one mile radius of the lot.
According to NHP data, starter holes were observed in 2005 in an area one mile southwest and 0.75 mile west of the site. The lot does contain some
loblolly pine trees, but it is fairly sparse and the lot is surrounded by residential development. Additionally, RCWs have not been observed at St.
James in many years. Since portions of the lot contain trees, if may support appropriate roosting habitat for the northern long-eared bat. Since no
hibernacula or roosting trees are known to occur in close proximity to the site, any effect to the species from tree clearing would be exempt per the
4(d) rule.
